Representative Tareney Submits = Report on the Ne Bill. : Mr. Tarsnoy of Missouri yesterday presented to the House « report on bis bill relating to the limitation of the hours of daily service of laborers and mechanics employed upon public works of the United States and the District of Columbia constituting eight hours asa day labor. The report says that the bases of movement looking to shortening of the daily hours of service of those engaged in physical labor are: First, to give needed opportunity for physical recuporation; second, to afford such laborers opportunity for the enjoyment of the society of their families and for social and intellectual improvement; third, in an overcrowded and congested labor markct by expanding the opportunitios for obtaining em- ployment, giving a moro general and more oquitabio diffusion to the wage product of the labor of such market. Congress, says the repétt, adopted the eight- hour principle in 1868, but it was almost uni- ersally disregarded and evaded, by officers of the government. The measure herewith sub- mitted, it is thought, will veeare practical enforcement of the put intended to be se- cured by the act of 1468.
