NOYES.. a aie THE EVENING STAR hase regular and permanent circulation im Washington three times larger than that of any other Paper ia ti As @ local NEWS paper and Advertising Medium it has no competitor. a = Saar If by the change of a few votes in the contest at KK encampment had de- en to meet this year at Lineoln, Nebraska, instead of Washington; and if Lincoln had discovered that for some reason (perhaps ‘unimaginable, bowever, in the case of Lincoln) three times as many veterans would be present there as at any other encampment; and if Lincoln, in view of this prospect, should apply to the city councils and the state legislature for appropriations to supplement a very large private sub- scription, as Boston and the other cities Bave done, the said Lincola would have much to say if natives of Washington ‘who happened to be property owners and tax- ayers in Nebraska should meddle with and ‘eppose its application. It would justly de- nounce the action of the Washingtonians as a eontemptible piece of jealous spite-work, based pon resentment, and exposi = small mesn malice that would make the mame of Washington « by-word and weproach in all Grand Army circles. Substi- tute the word Lincoln for Washington and you have tue present situation in « nutshell, The course imagmed for Washingtonians is precisely ‘what some misguided Lincolnites have taken or fre about to take. Congress is to the capital ‘what its common councils and the state legis- lature are to Lincoln. It is our exclusive leg- islature under the Constitution. By reason of Obligations assumed when it founded the pational capital, and received from the prop- erty owners a donation of five-sevenths of the ite of the city, and in connection with its heavy property interests here and its abso- lute legislative control of its espital, the nation is a taxpayer under the law in Washington. It is solely in this capacity that it will contribute, if it does contribute, to the municipal G A R_ appropriation, Washington is not asking sid from the nation on account of its love for the veterans or aid from anybody on any account. It calls upon its legislature to determine whether it agroes ‘with the legislatures of a half dozen other cities which have decided that an encampment ap- propriation is a proper municipal expenditure, and if that question is decided im the affirmative it calls upon its legislature to make the necessary appropriation precisely as other municipal appropriations are made, exempting no one who is now a local taxpayer under the law. The so-called national appropriation involved is not, as in- timated by the Lincoln reselutions, money ‘that might be expended in pensions if not de- voted to this purpose. It is money sect apart by the law for the municipal purposes of the capital, end if it is not spent uppn the encamp- ynent it will meet some of the material needs Of the city in the shape of streets, sewers or perbaps a new municipal building.
