To the Editor of The Evening Star: In these days, when very strict account 1s kept of the “time” of government employes, it may be interesting to know that, at the rate of 365 days im a year and seven hours a day (which are the present working hours in the executive departments), the compensation for each quarter hour is about one ten-thousandth of the annual salary. That is, an employe whose salary is $900 a year is paid at the rate of 9 cents for fitteen minutes; a 31.000 cler! 10 cepts; a €1,200 clerk, 12 cents; a 1,400 clerk, 14 cents; @ $1,600 clerk, 16 cents; an 800 clerk, 18 cents; a chief of division at 2,000, 20 cents, and soon. If closely figured out on the time basis above mentioned 1t will be found that there are actuzily 10,220 quarter hours ina year, but the foregoing rough cal- culation i# sufficient for a geaeral statement and is borne out very nearly by using for a basis the amouut of one day's pay, as stated in he “government sulary tables” for the first uarter of the year. One deduction to be sawn from this statement ig a realization of the definite umount the government loses— sometimes only theoretic: , but more often actualiy—when a clerk wastes time during Office hours. It might also be mentioned in- cidentally that it would be cheaper fur the government to supply a 5-cent cigur free toa $1,000 clerk aud let him smoke it at his desi than for hite to leave his work for a fifteen- minute smoke im the corridors or street with bis own et If it were more generally borne im mind what the goverument is paying for even each amail fraction of the working | day and wit return it is therefore entitled to there might be less giving in to temptation to “evade a reasonable duty or shirk a necessary work.” as the new rules expressit.
