Srecial Dispatch to the New York World. Hanzrspuna, April 20.—Chris Magee went to Washington this week to find out for himself before the state convention just where Blaine stands, He tells this stor; “Mr. Blaine was told,” said Mr. Magee, “that he was looking in excellent health and that his pulse was as firm and regular as that of a young mnan of twenty. He smiled faintly and said that he did uot have the vigor which once fired him. When it was suggested that he need not, on ac- count of his physical condition, dread the rigors of a presidential campaign, he answered, with a firmness and even a vehemence which sur- prised me: "No. no! I could not be prevailed again to undertake anotucr contest for the presidency. I am now sixty-three years old. At the expiration of the next presidential term I will be over sixty-seven years of age, and I know positively that even if I were nominated and elected I could uot live through the exactions of those four years. I am nota hypochondriac on the subject. I speak from a knowledge of the terribly exacting duties of the presidential office. The people at large have little knowledge of the task imposed upon those they call to the chief magistracy of the nation, 1 doubt if they ever think of it. Only one who has occupied the post or who has been part of a national administration can realize the nature of the work imposed upon a President. In fact, our system is sadly at fault in this respect. «-We have in this country and by our laws only a nominal Vice President. He never takes the place of the chief executive; he never re- lieves him of a burden; he is never permitted to ease his task until the President dies. The chief magistrate canuot even obtain ® vacation without having to pay dearly for it upon bis return to the cares of office. Let him go away for a day and upon his return he finds awaitis him two days’ work, which must be dispose of. The President, in fact, uvlike the heads of the various government departments, has no man to take his place, Tam so impressed with the onerous duties of the position and so fully convinced that 1 couid not bear up under them tha: I would not accept a nomination for the presidency if it were tendered me ona silver saiver, I feel 60 seriously upon this question tit even in the impossible event of my being nominated and elected against my wish I would not take the cath of office.’ “Mr, Blaine’s manner,” continued Mr. Ma- gee, “was most im, he talked thus plainly. I never knew him to speak with more earnestness, He is out of the contest. His words settled any doubtsI might have had in my mind as to his position, The field is un- questionably clear for Harrison, and he will be the next presidential nominee of the republi- ean party.” . pre ee ee RIVER AND HARBOR BILL Amendments for Improvements in Mary- land Waters Introduced by Senator Gibson. The democracy of Indiana, in convention assembled, reafiirms its devotion to the time- honored principles of its historic party. It believes that the powers delegated by the people should be strictly construcd; that the Autonomy of states and the righis of local seif government and home rule should be zealously guarded; that uo money should be taken from the people under any pretext for other than publy: purposes; that the strictest economy should be excreised in all government expenditures, whether locai, state or natioual; that legiviation should be confined to the legitumaie objects of government; that publie pubic trust, It is uncom- Promisingiy opposed to the enlargement and coucentration of fodcral powers, to the usurpa- tion by the central goverument of the fane- tions of the states, to Lountics and subsidies im every form, to eve © of class legisiation and government partnership with private en- terprise, to the whole theory of paternalism, We believe that in a country the ear- tailment of absolute rights of the individual should only be such as is essential to the peace and good order of the communit and we regard all legislation looking to the in= fringement of liverty, of person or conscience, Bot absolutely mecessiry to the maintenance of public ordcr.as vicious in principle and alizing in practice. We arraign the adi tration of Benjamin Hartison for its subser- cy to the interests of the mouey power, Which created it, and its indifference to the elfare of the people; for its brazen violation of its solemn picdges to the country to clevate and parity tae pubuc service; for its shameless Prostitution of public patronage to the Vilest partisan purposes, as illustrated by the sale of a cabinet office to John Wanamaker: by theempioyment of the pension bureau as Party machine, aud by the promotion of Wm, A. Woo high post in the federal judi- rd for his services in saving the locks of five” conspirators from the peni- tentiary; for its contemptuous repudiation of its promises to the veteran soidiers of the Union; for iw wicked attempt to fasten upon the country the odious and un-American foree bill, mtended to deprive the people of the right to regulate their own eleo- tions; for its weak and de policy which has exhibited the Ameri- can goverument to the world as a bully toward the feeble and a truckler to the powerful. We favor such 2 radical and comprehensive mens Ure of tariif reform as shail relieve the neces- sities of the people and crude material of our manufectures from federal taxation, We con- dema the so-call P policy as @ transparent attempt to impose upou the Amer- ican people the shadow of commercial freedom for its substance, 1 order to perpetuate the ex- isting erstem of licensed spoliat.on for the beme- fit of trusts aud monopolt s,which are the chief support of the republican party. We believe that there should be kept im constant circulation a full and suiticient volume of moner, consisting of gold, silver and legal tender paper currency at par with exch other. We favor the election of United States Senators directly by the peo- ple, and commend Senator Turpic for bis efforts in Congress to sccure this great reform, We indorse the course of our distinguished Senators, Daniel W. Voorhees and David Ture pie, and we favor the re-clection of Turpie to the position he has held with so much ability, Resolved, That this convention mdorses the wise and patriotic afministration of Grover Cleveland; that the presidential campaign of 1892 should be conducted ou the issues of tariff reform as defined in the presi message of 1887; that upon this issue Mr. Cleveland is the logical candidate of the democratic party.
