In where ordinances were re- cently rashed through the city councils grant- ing the right to use Overhead troliey wires to various street railroads, there has been a great outburst of public indignation. The discovery that these ordinances are invalid and that the legislative work will probably have to be done over again has given the people another chance to express their will, and alresdy there are evi- dences that the council, om sober second thought, is beginning to yielt to the popular opposition te the trolley system, The mem- ders of the committees to whom the eubject has been referred determined Tuesday that the city interests should be fully considered in any attempt made to re the defective trolley ordimaness burried through the last city councils under traction influence by re- ferring ull ordinances on that subject to a sub- committee to confer with the city solicitor and the director of public safety, ‘THE BEST AVAILABLE SYSTEM WANTED. The Philadelphia Ledgor of yesterday, com- menting on the matter, says: “Those whoave been opposing the overhend trolley wires should be encouraged by yesterday's action to keep up their missionary work upon ccuncil- men, with the purpose in view of getting for Philadelphia the best available system of car propulsion, and not in a captious spirit of op- position to railwey companies or railway de- velopment. The railways of Philadelpisia, as of every other city, are of great public advan- tage; they promote the growth of the city and help to cheapen the cost of living by increas- ing the area within which cheap homes may be built for the use of working people. ‘They are to be promoted aud envouraged 1 giving bet- ter car service, but alwass iu the public inter- est, not solely for the benefit of the corpora- tions or for the benefit of the corporations at the expense of the muuicipality. Opposition to the overhead trolleys is not and shouid not be opposition to the railway companies, but a declaration that Phiiadelphia must be given tho best possible car service om surface roads, under conditions entirely fair to the companies and to the municipality.” ‘The newspapers of Philadelphia, as a rule, refer to the action of the committees of cou! cil Tuesday as an anti-troliey victory and, voi ing popular opinion, express the hope that the opposition of the people to such system may now become effective, INVESTIGATING VARIOUS SYSTEMS. Director of Public Safety Beitler gf Piila- delplia and Chief Walker of the electrical bu- reau are now engaged in making iyestigations in other cities of the trolley system And of other traction systems.
