THE EVENING STAR. WASHINGTON. WEDNESDAY - - April 20, 1892. Peper and Advertising Medium it has no competitor. Those semi-American citizens who are now engaged in vilifying Capt John G. Bourke may achieve temporary popularity in southern ‘Texas, but their mud-slinging efforts will fail of ‘appreciation among those who have no ma- terial interest in Garza or other cheap revo- Jationists. The situation may not be plain to ‘the public at this time, but the facts will soon be apparent and then apologies will be in order. Difficult as it is to understand, 1¢ is true that Whenever there is controversy between an American officer and alien disturbers of the Peace there is much sympathy wasted upon the aliens, while the officer is roundly abused. Capt. Bourke’s side of the case has not yet been presented, and until it 1s real Americans should give their representative the benefit to which he is entitled, he Texas border has been the home of strife and murder ever since the Lone Star republic entered the Union, and throughout this entire period the fingers of Iaw in that region have been nerveless. Capt. Bourke is well-known in Washington. His military record is without blemish; his reputa- tion as & man is unstained. Ho was called upon to act decisively at a critical period, and tntil there is absolute proof of wrong doing on his pert bis thousands of friends will be- Heve that he simply did his duty and did it wel ‘The proposition‘of so practical a man as Col. A A. Pope to secure a comprehensive road ex- hibit at the world’s fair deserves to receive ‘vers careful consideration. It has met the ap- Provalof the authorities of the exposition. ‘They do not seem to think, however, that there is opportunity to create a separate de~ partment and to present large sections, as pro- posed, of the different kinds of public road in se, while disposed to accord to the exhibit a safficient place and prominence in either the department of liberal art or that of agriculture. Within the twelve months yet intervening be- fore the opening of the fair a suitable building could be erected and statistics, diagrams, specimens, sections, etc., could be collected and arranged for exhibition. Every state should take cross sections of improved roads as well as examplea of country road bridges. It might add to the instruction and amusement of the people to show the existing system with its crudities, absurdities and impossibilities of thoroughfare, gs Unquestionably the District farnished the first volunteers of the war, and the services rendered by them in protection of the capital during the danger and anxicty of the days of maneuvering for position that Preceded the great struggle can hardly be ever-estimated. They are, of course, the only genuine “first defenders” and are entitled to be recognized and honored as such, but it is not impossible ‘that the local ex-soldiers, content with univer- sal recognition of the priority and value of their services, may as part of the hosts in the eapital’s reception of the Grand Army waive ‘the post of honor in the line of parade in grace- fal courtesy to those visitors of 1892 who were Sirst to'come to their assistance in 1861. ‘This week witnesses another Oklahoma boom. ‘The boomers by the thousand have been lying im wait im the adjacent Indian territory for tho Propoted opening of the lands for occupation, and with the eagerness of the hawk for his Prey or the old-time boomer for his “claim” they rush at the given moment or before in living streams into the promised land. Strange imeonsistency that in a civilized country, where there is abundant ficld for effort, men feel obliged under such circumstances as these to act like savages or the lower animals in the ‘vaunted process of planting civilization in the few places in which it is lacking.” —_—— ‘The House revoked its leave to print Speeches im the Record not actually delivered ‘undef the spur of popular discontent with the ecent great abuses of the privilege. Its action 4s vo evidently satisfactory, in view of all the circumstances, that the public will excuse the eutting off of some extrancous matter on the fu this country, now ct these Scotland: Does not the manufacturer guarantee the colors pos! tively indelibte with thone 12igc Ginghamusin mind—especially these Iate arrivals, now on view at the Palais Loyal floor. ‘second floor. —- ‘FIRST: See the Palais Royal's Ladies’ and Obildres'e Jackets, ke.
