Parkes, Hage, Edson, Hatton, McGowan, Wine, Saks. Warner, Wood, Worthington aud Driver. There were present Messrs. Dockery, Cogswell, Compton aud Hen- Gerson of the appropriation committes. The | proceedings were opened by the reading of the | invitation which the committee had extended to the encampment. ‘Mau. EDSON's STATEMENT. Mr. Edson then went on the stand, as | it were, although he occupied a very com-| fortabie chair. He objected to the preseuce of the word “subsistence” in the Semate amend- ment, No encampment had beeu furnished subsistouce, and with the funds or even with a larger appropriation than the one suggested Washingtou suould not be expected to furnish food. ‘The $50,000 fund it was thought at first would be ampiy suflicient for all purposes and that amount had been raised. Fifty thousand dollars was all thathad been spent at Milw: kee. Later, however, it had been found that it was not going to be an ordimary eucatapment, but would draw five or six times as many sol- diers and Visitors as 1m former cases, WaaT Was rnomisep, Commissioner Douglass gave a clear outline of the general course of procedure in the plau of getting the encampmeut and of how the committee bad been obliged to alter their views as to the money which would be needed. ‘The goverrment was uot asked to contribute two-thirds or one-balf of the cost of the en- campment, The citizens raised €50,000 by subscription and oaly asked the government to pay one-half of the other §100,00. The city paid two-thirds and asked the government for only one-third, Mr. Dockery suggested that the logical effect of an appropriation would be to tax the visitor for their cutertainment. The question of how funds for former encampments bad been bandied was touched on aud it was stated that at Detroit and Boston the state and city appr. priations bad been handed over to the citizens’ committee on their receipt. Mr. Docke gested iaformally that the committee & proposition which would eutail the appro- priation coming enticely from tho District revenues, The maiter will probably be farther discussed.
