THE EVENING STAR. WASHINGTON. While the Sran thinks, as it stated a few days ago in an article on sentimentality in prison reform, that prison life should not afford too many attractions, that criminal records showed an incroase of crime over population in states like Massachusetts where the prisons are at- tractive homes for the unfortunate rather than places of punishment for law breakers, never- theless the Stan advocates real reform which would remedy as far aa poszible deficiencies in the keeping of prisonera. The report of pro- ceedings of the fourth International Prison Congress, held at St. Petersburg, Russia, shows the necessity for = national prison system in the United Staten. The government is now de- Pendent on the states for the means of deten- tion of prisoners convicted under federal law, and some of the states refuse to grant such facilities. The tendency is todoso. In 1889 the attorney general urged the establishment of a United States penitentiary and reforma- tory, but. although the measure was intro- duced in Congress and a report made upon it in the House, it was never passed and the whole question was dropped after ® brief agitation. As Mr. C. D. Rendall, dele- gate from this country to the international prison congress, says in his report, just pub- lished, “there is need that Congrees should dis cuss penitentiary science and adopt improve- ments in prisons and in prison discipline.’ ‘The nation, he contends with wisdom, should set an example for the states.
