As a lecal NEWS paper and Advertising Medi thas ne competit ‘There are two siles to the Chinese question, ‘but only one of these, if it be properly pre- sented, is for the consideration of the United Btates government. The people of the United States want the great bulk of the Chinese ex- eluded, not because they dislike China or the Detter sort of Chinese who come to this coun- try, but because the lower class of immigrants— wuch the larger part of the immigration from ‘China—are deemed to be injurious additions to eur population. Undoubtedly a new treaty with China excluding “Chinese cheap labor” with ite abnormal vices wonid give more satis- faction to China than a law of the United States sccomplishing the same purpose. The law, 30 bas been decided by our Supreme Conrt, is ample to repeal the provisions of the ‘treaty, end itis only necessary that it shall be explicit in its provisions and later in date. But if the same result can be accomplished without violation of international courtesy through the medium of a treaty there will probably be ‘mo objection to the use of the more appropriate method. The treaty must love no time, how- ‘ever, in presenting itself and must be so phrased as to promise to be effective. Those Ameri- cans—and their name is legion—who are op- posed to Chinese immigration look upon the ‘evil to be guarded against as too great and im- mediately threatening to be trifled with, and are not likely to be halted in their movement foranexclusion which shail exclude by the pomibility that they may cause the republic to de guilty of a technical breach of etiquette or bring about the retaliatory exclusion of Amer- icans from China. rd The tussle over silver will be the interesting part of this week's proceedings in Congress, it is presumed. It is very clear to disinterested observers that, with the Speaker, the committee ‘on rules and the House all in favor of the meas- ure, there seems to be no human chance to defeat it by hook or crook. The silver men are much more encouraged than they were as to the fate of the bill in the Senate. Certain democrats who, for ‘one motive or another, object to the passage of the freo-coinage bill at this time are congratu- lating themselves, some what out of season and apparently without rhyme or reason, on the prospect of dividing party responsibility on this question. In fact. if the Senate passes the bill it will be chiefly by democratic votes, and only s minority of the republican party can be held responsible for the action of the body. Every recent step taken by the democrats asa national party has hastened the crisis that im- pends and no opportunity presents itself for retracing its imprudent steps The party leaders having prepared matters for the isue, it will be made in spite of the wise protests of statesmen whose counsels have been disered- ited.
