A rumor that finds many beliovers is that Lord Salisbury has answered the President’ note insisting on the necessity of a modus vi vendi with a counter proposition that in any modus vivendi agreed upon the United States shall agreo to indemnity Canadian vessel owners (poachers) for the losses incurred thercby, provided the arbitra- tors finaily decide that the United States has no right to prevent pelagic sealing. The United States has already rejected a proposition of this kind. DELAYED INSTRUCTIONS. The Treasury Department bus delayed the Preparation of instructions to revenue cutters pending Bering sea negotiations. Debate Began Today—The Anticipated Strug- gle to Come Later. ‘The silver bill was taken up for consideration in the House this morning promptly, in accordance with the epecisl order adopted some time ago. The champions on both sides have been preparing for the contest, and the Prospects are that a very bitter struggle will follow. In anticipation of @ lively fight the public filled the galleries to their greatest capacity this morning. The opponents of the bill started into their forlorn hope fight with a great deal of courage. At the opening of the question Mr. Tracey tried to knock out the bill on a point of order, but he was overruled. The only other significant thing at the open- ing of the discussion was a declaration by Mr. Bland, in response to a reques: from the third party fora share of tho time distributed for debate, that there was no party in this matter; that men were acting independent of and expressing their individual opinions. ‘The purpose is to put in as much time as possible for debate during the three days as- signed and on Thursday Mr. biand expects to move the previous question. WHEN THE REAL FIGHT WILL BEGIK. The real fight will begin when the motion for the previous question is made. Unless they have some reason to change their minds be- tween now and then the anti-silver men will at once begin a filibuster and the chances are that they will be able to exhaust all the time of the special order without permitting a direct vote on tho Lill, A number of substi- tute propositions will be submitted, and. after they have been exhausted, motions to take a Pecens, to sdjoura and a series of other dilatory motions will probably be made. After the time of the special order has thus been consumed the bill will go back to the cal- endar with no greater privilege than any other measure. ANOTHER SPECIAL ORDER EXPECTED. This is what is expected to happen and it has been taken into consideration in the plans of the silver men. They have assurance satisfac- tory to them that if this order expires without a direct vote on the bill having been bad the comnuittee on rules will report another resol tion fixing another order with a pro- vision for the immediate ordering of the pre- vious question. ‘This will put an end to all filibustering and insure a vote on the bill, so that votes are all that will count fu the end. Bostox, March 22—By a fire that started from some unknown cause after midnight last night Henderson Bros.’ immense carriuge fac- tory and repository, taking up nearly the en- tire block bounded by North avenue and Bsd- ley, Russell and Orchard streets, North Cam- bridge, together with nearly 1,000 corriages and hundreds of sets of harness and several stores of the ground floor, was burned to the ground. Several small tenement houses on Hadley street were also burned. Jobn J.
