NOYES, Editor. ‘THE EVENING STAR bas a regular and permanent circulation in Washington three times larger than that of any ether paper im the city. As = lecal NEWS paper and Advertising Medium it bas no competitor. —____—__———————— ‘The danger in the controversy over the ap- ‘Pellate court bill is still that the District will fall between two stools. The local bench op- poses the bill, the bar association has favored it, the House judiciary committee is unani- ously committed to it. The difficulty of the situation is this: The House judiciary com- mittee has indicated that it will relieve the Jocal court by the creation of the court of appeals or not at all It cam probably kill in the House any other measure. Our Judges, with their strong influence with the local bar and with individual Senators and Repre- sentatives, can probably defeat the court of ap- peals bill, if they enlist for the war. If the fight is continued to the bitter end the District is likely to secure no relief in any shape. It ‘would be a fortunate thing for Washington if the local bench and bar could agree upon amendments to the bill approved by the House Judiciary committee, which would render it reasonably satisfactory to all the parties in in- terest. and enable the community to make ‘® united effort for its passage. Concessions im the public interest must be made, and the suggested unity of effort secured, or justice aust continue tobe denied through long de- lay in the District, The action of the House Judiciary committee seems to indicate the practical advisability of accepting the court of appeals bill as a basis and of securing modifica- ‘ions of it,rather than of presenting the increase- | A of-judges Dill as a hostile proposition, if the desire is for relief of some sort and @dvocacy of a particular form of relief is only eecondary. ——__+—___ Some singular things happen in politics. And what will the re- ‘publican Seuator do who fears the enactment of s free silver law in a presidential year? The | democratic party is sorely divided—in the east ‘opposing, in the west favoring the Bland bill. Is there any greater restraint upon the executive power of appointment involved in such a provision than in the provision of local residence in respect to the civilian Commissioners?
