Editor. ‘THE EVENING STAR bas a requiar and permanent circulation in Washinaton three times larger than that of any other paper im the city. As a lecal NEWS paper and Advertising Mediom it has ne competitor. ESE ‘The endeavor of » few members of the House to destroy tha District National Guard was de- wervedly = failure. There are many who regret the necessity which trains men fm the use of destructive weapons, but no sensible man can help seeing that the necessity exista. Not a state of any importance but sppropristes with loyal liberality toward ‘the support of its citizen-soldiery and not one of these states receives more in return for its money than does the District of Columbia Buch erepublic as ours needs no standing army, but it must have in reserve ® thoroughly equipped and com- petent reserve force. The United States army, of 25,000 men, costs the country about €30,000,000; the National Guard, of 110,000 men, costs the general government but 400,000. An annual appropriation for the District militia of $35,000 would be less than the average cost of supporting the authorized volunteer organizations of the country. Com- Parison with other brigades shows the District force to be in the front rank and at the right ofthe line It isa well-behaved, thoroughly efficient and deservedly popular body of men. Any attempt to disrapt it is as foolish as it is veprehensibie. The local citizen-soldiers mus be largely relied upon to defend in readily con- @civable emergencies the government's enor- mous property interests in the national cap- s+. ‘The economical House, at the suggestion of ‘Mr. Hemphill, bas scored at least one good mark to its credit locally. The abolition of the Present system of compensation to the recorder of deeds and the register of wills in the Dis- trict will bes source of satisfaction that may eause mach of the spirit of injustice manifested to be forgotten. Will the Senate do as well ‘upon this point? To be sure a republican is now at the recordership receipt of custom and enriching himself from the fees extorted by Jaw from the property-owners in the District. But will the republican Senate, which felt so strongly the monstrous injustice of the record- ership situation when Cleveland was importing northern negro politicians to levy a tribute from us, suffer political considerations to par- alyze its reasonable indignation of the past and eause it to permit for a base motive an inde- fensible and injurious condition to be perpet- uated? The Senate ought, and probabiy will, agree promptly with the House to cure this evil of long standing. +2 ‘The very sensible agitation of the subject of banging the date of inauguration day comes Before Congress once more.
