THE EVENING. STAR. WASHINGTON: WEDNESDAY . --Mareh 2, 1892, CROSBY 5. NOYES -Edttor. ME EVENING STAR has a regular and permanent circulation in Washinaton three times larger than that of any other paper fm the city. As a local NEWS paper and Advertising Medium it bas no competitor. The House committee on appropriations pro poses to create a District surplus of about a million and a half by withholding that amount of the current revenues from meeting the loc current needs, and then proposes to dump this surplus into the District's hole-in-the-ground,” the abandoned tunnel. Uncle Sam, who, through bis agents, is directly and solely re- sponsible for the waste of money ia this worth- less work, should meet the whole expense as a penalty for his blundering neglect. If at some future time Uncle Sam shall succeed in utilizing the tunnel by farther expenditure either as part of the water sys tem or as a model mushroom collar of un- Precedented proportions, and citizens shall teap some benefit from it, then will be the | time for bim to apply for a contribution from ‘the local taxpayers on the implied contract to compensate services rendered and accepted. ‘The water taker will then justly pay for bis in- creased water or the tunnel mushroom grower oF consumer for his superior mushrooms. But it is proposed to extort from the local tax- payers of this year three-quarters of a million of dollars, which is potentially under the law a million and a baif dollars from the District's actual revenues, in order to pay for a work which they did not order, which was not done at their expense for their benefit | at their request, from which they | @o not derive the slightest advantage, over which they had no control, and for the money- wasting Ulunders or worse in the construction of which they not in the least responsible. Possibly the House committee intends a bit of | pleasantry at the expense of the District in the | suggestion that a million and a balf of its funds available for purposes which, wisely selected, will develop the capital and add more than the amount of the appropriation to the actual pub- lie wealth, shall be squandered in exchange for nothing, in present paymentof an alleged in- debtedacas against which the whole community revolts. The District is requested to tie up its pieces of money in the tunnel, as in a napkin, and to bury them in thecarth, that they may know no increase. ‘The joke is too grim and ghastly in some of its features to raise much of alaugh within the limits of the ten miles square. eee The kind of elevated road which Engineer Douglass of the B. & O. BR. R. is disrespect- fully speaking of is not the kind that Washing- ton is thinking of. There are elevated roads and elevated roads. A New York elevated xoad, occupying @ narrow street with tail, ugly structure, destroying the privacy of second story rooms, and hberally distributing noise, smoke, cinders and casual bite of falling railroad iron upon the adjacent public is ome thing. An arched masoury viaduct of the Lerlin type, so nearly noiseless that the space under its arches be utilized if necessary for stores or yarants, occupying the center of @ broad thoroughfare (160 feet wide) like Dela- ware avenue, is another thing. The latter would not depreciate the value of adjacent property. The appropriation for cleaning sewers as cut down $3,000, in the face of the fact that the condition of sewerage here is the basis of suits now pending against the District of Co- Jumbia. These are merely two little items of economy, selected at random and representing a score of others that indicate » firm disposition to save money at any expense. The economy that is developed, not by an intelligent desire to make the Lest use of the means at hand for the municipal welfare, but by the ambition to accumulate political jeapital in proportion to the financial cut accomplished, is rampant at the Capitol. 2+ The Sunday Gazette, which in its life of over ® quarter of a century had become to many -People in the District like an old friend, (has disappeared, at least so far as its name is con- cerned, by being merged with The National Democrat. The journal resulting from this conjunction will have a Sunday edition for Washington and a weekly edition for out-of- town circulation. Gen. Duncan 8.
