If any real-estate speculator specially profits by the park he can be made to pay to the public for that benefit under existing law. ‘The only obviousand reasonably probablee fect of this appeal from the President and United States Supreme Court to the House committee on ‘eppropriations will be to give vigor to the assessment-of-benefits provision. If there is no misuse of the present appropriation and no Fequest for an additional appropriation the nly way in which the committee can save Uncle Sam money will be by insisting upon the assessment and payment of special benefits to the last cont. This result is not at all what the few dissatisfied Rock creek property owners, who are kicking up the commotion, are working for. I is suggested that the bill to provide for an investigation of Rock Creek Park expenditures may be referred to the judiciary committee. ‘What in the world bas this committee to do with the District or with District expenditures? Tt a law of the last Congress is to be construed, is not the executive, aided by bis legal advisers, to construe it in th Girst instance in enforc it, and are not the courts provided to settle disputes which may arise concerning the construction of laws? Moreover in this case it is not legal questions, but expenditures, which it is proposed to inves- tigate. ‘The Hill democrats met in convention yes- terday, promulgated a platform reafirming former platforms, chose delegates to the Rational convention and also presidential @lectors and instructed the New York mem- bers of that convention to vote for David B. Hill for President. The Cleveland or protest- fng democratic committes met at the same time end in the came city and called a state convention taconvene on the Bistof May. Their purpose seems to have been to make the contrast in time between the two State bodies as wide as possible.
