Secretary Noble May Succeed Whitelaw Reid as Minister to France. A ramor was in circulation at the Capitol to- day that Secretary Noble will succeed Mr. Whitelaw Reid as minister to France when the latter resigns his commission. The impression seems to prevail that Mr. Reid contemplates abandoning his post and it is said that Secre- tary Noble would relish a foreign mission and would not hesitate to yield his place in the cabinet for such a billet. In fact, at is asserted Secretary Noble is thoroughly disenchanted with his present office and bas with difficulty been prevailed upon to retain his portfolio. Representative Springer, chairman of the House committee on ways and means, who has long been regarded as an earnest Cleveland man, will tonight formally announce in an in- terview that he favors Mr. Hill for the Presi- dency. He regards the action of the New York state convention as settling Mr. Cleveland. Mr. Springer bas just returned from Chicago, where he has been having a talk with some of the Iimois politicians. It is believed that hi action is due to the fact that he foresees that if the Cleveland folks fail to secure the nomina- tion for their favorite they will try to combine on Morrison. Speaker Crisp returned from Fortress Monroe this morning somewhat improved by his few days’ rest. ‘There will be a meeting of the committee on rules, possibly Jate today, but, at farthest, within a day or two. It is evident that the committee have, individually, decided that there is nothing to be gained by an attempt to smother the silver question. To do so would be to stir up more trouble, as the silver men are indifferent to eastern reasoning. Itis probable, therefore, that a resolution will be reported from the committee on rules fixing » day for the consideration of the Bland bill. The silver men are indifferent as to the time fixed; all they want is to have it definite, While there is some difference of opinion on the subject it is probable that the committee will give all the month of March to the discus- sion of the tariff, taking a vote on the first Monday in April, and that the first Tuesday in sey for the consideration of the ——_-=+-_____ GOING AWAY TO KEST. The President and Family Will Go to Vir- ginia Beach. The President is going to take a short rest after about three months’ uninterrupted hard work. He and bis family will leave for Vir- ginia Beach on Friday, to stay about a week. Mrs. Harrison and Mrs. McKee and her chil- dren will be of the party. The trip will be made by boatand will be very quiet. The President is desirous to get wholly away from his work, and during his stay at the beach he will avoid consideration of public business as far as possible. NAVAL CADETS APPOINTED. Great Pressure Brought to Bear to Secure the Positions. The President has appointed the following cadets-at-large at the United States Naval Academy: Paul E. Taussig, John T. M. Terry, Frank E. Ridgely and Rishard J. Oglesby, jr. There were about five hundred applicants for these places, mostly the sons of officers of the navy, and the competition was exceedingly strong. Great influence was brought to bear in order to secure the appointments, which were announced this morning. The number of vacancies to be filled by the President was unusually large this year. The cadets will report at Annapolis for examination next June. Paul Taussig is the son of Lieut’ Edw. D. Taussig, who is at present on duty in this city in’ connection with the preparation of the naval exbibit at the world’s fai John Terry is the son of Commander Siias W.
