At the instance of the Treasury Department Chinese Inspector Coon, at San Diego, bas prepared from the various meas- ures before Congress a bill which the Secre- tary of the Treasury transmits to Chairman Shermaa of the Senate foreign relations com- mittee. As introduced by that Senator this bill sweepingly provides that “no Chinese per- fon or persons” except those diplomatically accredited to this government or otherwise officially connected with the Chinese govern- ment, including consu’1: agents and others traveling with body or household servants upon goverament business, ‘shall come to or within or land at or remain in any port or Place within the United States.” This ex- eludes Chinese who are not subjects of the Empercr of China as woll 2¢ those who are. The law must be strict enough te exclude the undesirable class, even if the desirable few are offended and leave the country. All thiscan be effected without, offense to the Chinese government if Congress is wise in the exceptions made. +2 —__ Tt should be the study of Congressmen, who feel the need of an anti-ridicule bill, to refrain from throwing temptation in the pathway of their fellow men. It will be proper for them to restrain their nimble wits in debate and also 0 quote poetry only on rare occasions and then with accuracy and discrimination. They should deprive themselves of the joy of asking silly questions when economy and other grave mat- ters of debate are up for consideration. Per- aps the first thing to be done will be for Mr. Peffer to shave and for Mr. Simpson to go be- fore a notary and forever settle the suspicion ‘8 to half-hose upon which the flippant-minded have been accustomed to base remarks. It might be a good idea to form an association to Prevent newly arrived members from blowing ut the gas; it is impossible for a man to blow out the gasand not appeal more or less to the sense of the comic. If Congressmen and others are to be protected from ridicule it is only rea- fonable toexpect them to contribute a little Passive assistance in the enterprise. It is therefore gratified at the passage in the Senate of the bill punishing the carrying or selling of deadly or dangerous weapona This measure by making the offense a misdemeanor punishable for the first violation by a fine of from €20 to $200, or imprisonment in the Dis- trict jail not exceeding six months, or both, in the discretion of the court, or for a second violation imprisonment in the penitentiary not exceeding three years, is made as extreme as the case demands and more effective than if the penalties were increased. The law must be made stringent in order to effect its pur- ose, the repression of crime and the saving of buman life. ———_+-___ The interior counties of New York, notably those in which Gov. Hill's friends wrenched the meaning of the decision by the court of ‘appeals in order to secure the state senate, are showing their appreciation of that action im the county elections by changing demo- cratic for republican supervisors and inspectors of election.
