A FEELING AT THE STATE DEPARTMENT THAT ENGLAND I MALY-HEAETRD IN HER DESIRE TO EFFECT & SEITLOMENT— TUE RLEMENT OF CANADIAN RECIPROCITY. The first session of the joint commission on the Bering sea question, which was first planned for today, has been postponed until Thursday of this week. The mectings will be held at the State Department. It is expected that they will last several weeks, for each side has un- doubtedly arrived at certain conclusions as to the state of the sealing industry and it will be @ matter of more or lees cifficuity for the com- Mmissioners to agree ton mutual basis of fact, for the two countries will rest their case largely upon this presentation. THE REAL TesvE. The real issue of the whole controversy, of course, will be the question of the character of Bering sea and of the seal fisheries as regards the jurisdiction of the United States. The former arguments made by Secretary Blaine in his correspondence with Lord Salisbury to demonstrate that the United States has a juris- diction there which entitles the republic to prevent the destruction of its property, the seals, will undoubtedly be made anew Lcfore the tribunal of arbitration, and the other side will no doubt oppose this conteution with the logic formerly uulized by the Upon the three neutral votes, then, w: the decision. A TREATY MUST BE MADE. The arbitrators cannot be designated without @ treaty first being entered into between the two countries, and there is now some corre- spondence going on between the State Depart- ment here and the foreign office in London in regard to the termsof that instrument. There isan evident disposition on the part of the Officials of the State Department to chafe over the delays of Lord Salisbury in the matter. The American draft of the treaty is all ready for submission to the Senate, and no step can be taken until it has been’ ascertained that a similar treaty will be ratified on the other side. No such notification has yet been received, though elaborate preparations were made a few days ago to have Lord Salisbury’s assent to the American draft cabled to Washington to save time. ‘ ‘THE ENGLISH POLICY. Meanwhile there has been no sign that the promised renewal of the modus vivendi will be consummated soon enough to prevent the Pa- cific sealing fleet from fitting out for the sea- son's work. There is a growing feeling here that it is a part of the British policy to force a delay until so late a date that the issue of the proclamation will avail little or nothing and a Tepetition of last season's difliculties will re- sult. The standard belie? is that the Englixh government is only half-hearted in its efforts to solve the problem and is trying toombarrass the United States in every possible way. A NEW ELEMENT. A new element has just entered into the case, though some will not acknowledge that it bas any bearing. This is the question of reci- rocity with Canada, which seems to be com- ing to a climax just at present. An Ottawa dispatch dated yesterday says that Sir John Thompson, Hons. Geo. E. Foster and Mackenzie Bowell left for Washington yester- day afternoon bound on a mutual trade mis- sion. They are coming, as the phrase goes, “on their own hook,” and not on invitation from here. It is not anticipated that they will ac- complish any definite results, as there are evi- dent tendencies on the part of Secretary Blaine to discourage such negotiations with Canada. The history of the efforts ov the of the Canadians to secure reciprocal trade relations with the United States cannot be very encour- aging to them, it presents a rather monot- onous record of postponements. PROBABLE FATE OF CANADIAN RECIPROCITY. It may be interesting to note at this time that Hon. George Foster, the Canadian minis- ter of finance, is the same official who went down into the West Indies with a hope of se- curing a reciprocity agreement for Canada. He failed. This may not beasigual for the future of the present enterprise, but it is being quoted freely in the State Depart: ment, and it has @ tendency to e the faith of the officials in the success of the mission of the three Canadians. Just what bearing this latest move will have on the Bering sea case is problematic, but it is felt that the two commissions will ‘undoubtedly consultas to the program to be followed by each. It is also felt that the postponement of the initial mecting is partly due to the an- nouncement that the reciprocity commis- sioners werestarted south. $$ ee THE SPRINGER FREE-WOOL BILL. It Bas Been Delayed by Lack of Information, but Will Soon Be Keported. Mr. Springer is having considerable difficulty in getting the information he wants from the census office with relation to woolen manu- factures. The reporting of the free-wool bill to the Houce has been delayed for some time on ac- count of the delay of the census office in fur- nishing this information, and it is probable that the committee will wait no longer, but will prepare the report with the information they have and submit it to the House as soon as possible.
