It was the occasion of the seventh annual benquet of the Association of Fire Underwriters of the District of Columbia. A large number of tho local insurance men, as well as a big coutingent from Philadeiphia,New York and Baltimore were present. BusPUNVING TO TOASTS. After the discussion of the extensive menu the toastmaster, Mr. Simon Wolf, took the floor. The first toast was to the President of d States. Tho sentiment was— There is @ Chilly sir tonight, my lord; Warm them up. Mr. George C. Hazelton, the attorney for the rict, who respouded, ‘followed the course iby Artemus Ward in his lecture ou the im the Wood, and only referred to the executive in his closing words,saying the Presi- dent needed no eulogy from him. He had, he said, just made a ten-strike. Chile had’ al- ready surrendered, and his adwinistration bas been so clear that even his acts necded no in- surance. When troduced Repre- ative Hemphill, whom be characterized us tie great and loyal friend of the District, there was much applause. Mr. Hemphill suid it was @ great undertaking for a man who had only been married thirty days to be out at night,yet he made it w rule, with his wife's permission, to attend every entertainment given in the Lis- trict to which he received an invitation. He had agreat respect for insurance men and thought they made more easy consciences than any other class of men. What the District needed was an insurauce bureau; a burcau to wipe out the hocus pocusfellowaand get the bad insurance men out. Whatever legislation is needed, he said, the citizens of the Dis- trict. Lad a right to call upon Congress for, and as for himself he stood pledged to lend his best efforts tu advance the interests of the District. The people of this District he said, were like orphans ix a politi- cal sense, for they had no one to take care of them and no one to look to for protection. Some one he said, had remarked in Congress that the people of the District are a grasping lot, and that they were ill contented and con- tinually pulling against each other. But this he said, was not eo, and even if it were, they would not be as bad as the people of Minneapo- lis and St. Paul. Commissioner Douglass responded to the toast “The District of Columbiu,” the senti- ment being “Commissioned aud engineered by Joliy good fellows.” His remarks were bright and witty and he was frequently interrupted by applause. While Capt. Rossell had no special toust to re- spond to he nevertheless had to make a speech. When he arose there was so much applause that it was some minutes before he was allowed to proceed. “The association of the middle department” was the toast looked after by Mr. Wm. N. Kremer, and Col. B Lewis Blackford, the nestor of insurance men in the District, re- ded to “Our agencies companies.” “Our locals” was responded to by Mr. Sam Cross, aud Maj. Moore, on behalf of the fire and police departments, responded toa toast buying them in view. Mr. Max Cohen responded to “The press,” and “Otr visitors” received a good response from Mr. Alfred 8. Gillett. Dr. Wim. P. Young read a funny story that ‘was greatly appreciated. During the evening the president read letters of regret from Senator McMillan, chairman of the Senate committee won the Disirict; Com- missioner Ross and Alfred Rowell of Pbiladel- phia, chairman of the Washington commitice of the middle department of tire underwriters. Aspecial dispatch to the Associated Press from Santiago, Chile, dated January 28, says: There is a much quieter feeling here than was evident yesterday and during the past fow days. The Chilean officials, however, continue to express surprise at the ultimatum forwarded from President Harrison. The Associated Press correspondent in this city today had an interview with oue of the most prominent off- cials of the Chilean foreign office. The corre- respondent was courteously met and the con- Yersation was free and cordial. In the course of the interview it was shown very plainly that the foreign office would not say in a direct manner that Minister Montt had been deccived or bad been misled by any note or word received by him from the American Sec- retary of State; but it was evident that the official thought so. He said that Mr. Blaine bad all along given Montt to understand that a settlement of the serious controversy between the two republics was Leiug reached and that Mr. Biainea month ago had proposed a sub- mission to arbitration of the outrageous assault upon the liberty men from the United States steamer Baltimore, and had also agreed to ac- cept Senor Montt's terms for the withdrawal of the Matta telegram. It is asserted here that Minister Egan in- formed the Chilean government a weck ago that the questions at msuo were being wottled.
