As a local NEWS paper and Advertising Medi: has no competitor, Prt arteries buasnesennesinrentans items It is unfortunate that every discussion of oc- ensional turbidity in the Potomac water should Jead to grievous slanders upon the magnificent river that flows by the capital, and in most in- stances bring the public face to face with « water meter job. As Gen. Meigs discovered after exhaustive examination the Potomac is the only adequate source of water supply for Washington in this whole section, and it fur- nishes a limitless and healthful supply, derived from a rapid stream. It was not intended that the Potomac water should come directly from the river into the city main It ‘was well known that the water was occasionally muddy, and a receiving reservoir was planned as @ settling busin. The labors of those who Recognize the necessity of unlimited pure water for Washington should be diregted to the practical project of removing mud from the Potomac water, and this, it is believed, can be accomplished by utilizing the receiving reser- voir inthe manner originally intended. It is only in the event that this plan after thorough experiment fails that expensive filtration should be resorted to, The suggestion of filtration alway! has tagging at its heels the suggestion of a necessary limitation of the use of water and ‘the recommendation of some patent water- meter. The house-holders of Washington do not want water-meters. Those water-takers who make extraordinary use of water in their Dusiness may reasonably be required to pay in Proportion to this use, to be ascertained by Measurement, but the house-holders who use the water for domestic purposes only revolt against the stinting and expensive water-meter. ‘Omitting entirely consideration of the wishes and welfare of the water-taker, especially the poor water-taker. it is necessary for the health and attractiveness of the city that the water supply shall be abundant and cheap, used with- out stint, almost as free and inexpensive as the air we breathe. ee In such fires as that at Indianapolis it is usually found that the helpless victims were immured in buildings having no properly con- structed stairways or othe: sufficient means of egress. Where hospitals, asylums and the like are run on a happy-go-lucky plan it is found that sooner or later untoward results ensue. Isis the business of building inspectors to in- spect such houses with unusual care and in no case to give their assent to or permit to be car- ried out plans of construction that are fuulty. Places of amusement, large tenement or apart- ment buildings, hotels, business edifices, as well as hospitals and colleges, should be planned and erected with extraordinary care, whereas in many instances the reverse is the practice. Convenience of exit and egress, cer- tainty of escape by one of several modes, Proper strength of well and roof-supports, ex- cellence of materials used, preparation of foundation—these are a few of the things to be secured by the inspector. Such deplorable, even criminal blunders as were made mani- fest in the Indianapolis Surgical Institute case are the best justification for measures like the ‘McMillan bill on the subject. — The educational value of a public library, such as itis hoped the capital will some diy have, is too great to be estimated. This fact has been recognized by those who have ear- nestly advocated the measure, now pending in Congress, intended to secure such a library for ‘Washington. The movement, considered from the educational standpoint, now receives the strongest kind of indorsement from the super- iatendent of public schools, whose constant duties in the schools with their forty thousand pupils give him such opportunity of measuring the educational needs of the city, and the value of a well-arranged library open to all, that he can well be considered high authority. Super- intendent Powell sums up his views, in a report published elsewhere in today's Stan, in the re- public library is more valuable to a community than a university. += Apropos recent senatorial elections in Mary- land and the present discussion over the re- peal of what is known as the “eastern shore Jaw,” it is well to bear in mind two facts: 1. ‘That the requirement that one United States Senator shall be elected from the eastern and one from the western shore was originally made when communication was difficult and the two sides of Chesapeake bay were like two separate communities. They were also nearly equally divided as to population and resources. 2. At present the Eastern Shore Senator repre- sents 184,097 people, against $58,298 people—a vast disparity so far as numbers of population areconcerned. As to wealth and prosperity, the fact that ail the cities of the state, inclading Baltimore, are on the western shore makes the reasun of the law stall more clusive. —- Some of cur District legislators are taking a lively and encouraging interest early in the session in matters of practical local interest. No reform is more obviously and urgently needed than that of the city sidewalks, the sub- Ject to which Senator Gallinger is giving special attention. Our concrete streets, trodden by Lorses, are one of the city's main attractions; our uneven and unrepaired sidewalks for human use are one of its principal discredits.
