Brawix, Dec. 18.—In the reichstag today the new commercial treaties came up on their third reading. During the debate Herr Kardorff, who bas been particularly prominent in opposing the treaties, again appeared in op- Position, basing his objection upon the length of time—twelve years—it ie proposed to kee them in operation. He eat some length and expressed fears.as to the results that would be effected by the treaties. Chancellor von Caprivi ded to the ar- guments advanced by Herr hardorft. He con- trasted the fears expressed’ by that speaker with the hopeful prospects the treaties pre- sented. The chancellor added that if Herr Kardorff failed to see the political significance of the McKinley bill and the pan-Amer:can policy he must decline to discuss questions of foreign policy with him. SNe a EAGER TO PAY THEIR TAXEs. There Came Near Being Another Bloody Riot in Cincinnati. Crxcixxatt, Onzo, Dec. 18.—There came near being a re-cnactment of the bloody court house riot of 1834 here this morning. A great mob of taxpayers and otherscrushed into the county treasurer's office to pay their taxes and avoid | the penalty. The bills were delayed until | yesterday and it was impossible to take | in all ‘the money presented. One man puta revolver ander the nose of the receiving | clerk and said he would shoot if the money was not accepted and receipted for at once. The great crowd on the ontaide grew riotous and hurled stenes through the windows. One man was knocked ingensible and two women wore crushed simost to death. A riot alarm was sounded and a large body of police arrived and by vigorous action cleared the stroets and drove off the more belligerent rioters. There is greut excitement over the affair. eee VIRGINIA DEBY SETTLEMENT. English Bondholders Vote to Accept the ‘Terms Agreed On. Loxpox, Dec. 18.—A largely attended meet ing of the English holders of the Virginia debt was held today, and after considerable discus sion it was decided by a yote of 39 to 17 to ne- cept the agreement effected between the Vir- ginia state debt commission and the Olentt committee for a settlement of the Virginia state debt. i Low Water Causes a Saw MIM to Fail. Going to the jail they took out two negroes charged with murdering H. D. Paramoure of Valdosta, Ga., at New Bromiord, Fla., banged them toa tree and riddled their bodies with bullets. FILTERING THE WATER What Capt. Lusk Says About the Old Re- ceiving Reservoii The filtration of the Potomac water supply is still the subject of much consideration by the ‘Commissioners and is discussed at every board meeting. It is understood that the Commis- sioners will ask Congress during the present session to do something in the matier. Capt. Lusk is deeply interested in the subject and has been giving it considerable study. In conversation with « reporter of Tue Stan to- day he said: “The suggestions that the District undertake the entire filtration and puri- fication of the water supply deserve ferious consideration. Now, this whole matter could be simplitied _considera- bly if tho unused receiving reservoir was put in working order. At present tiais reservoir is not used for the reason that numerous small streams from the country thereabouts enter it, and as they drain farm lands the water is moro or less polluted and it is dangerous to tse it. Were these smail streams diverted this reservoir would be of inestimable value to the people of the District. In the first place it would be a good settling ground for the water, and then again should the big conduit through which we get our entire water supply break we could draw upon this supply.” The repair of this reservoir is a most important matter. Sup- pose the big conduit I refer to was to break now. The consequence would be We would have a water famine in Washington. The consumption of water 1s sv great that the cost of filtering the entire supply would be yery heavy, both for establishing the plaut and for its operation and maintenance I am strongly of opinion that the first step toward the improvement of our water should be in repairing our receiving reservoir.
