Meetings are held and the proposition to procure five million dollars from the general government as a loan is receiving cordial indorsement in the east as well as in the west. This is right. The exposi- tion is both national and international What- ever Chicago's engagements were when that city was made the site of the fair it behooves the republic officially to extend support toan enterprise so truly national in its scope and spirit. So far as the exposition is cosmopoli- tan it may be expected that the civilized nations of the world will take partinit. But the initial movement and direction and the ex- pense necessary for its conduct must be for the people of the United States. The people through their state governments and in their private capacity as citizens are coming to the aid of the fair. But to make this help really effective—indeed, to give a certain responsibil- ity to the undertaking so as to impress foreign- rs with its national aspect snd importance-- it is necessary for the general govern- ment to cut financially a large figure in the matter. Congress should be prepared to act promptly, patriotically and as thoroughly as the occasion demands. It is probable that the initiative will be taken by an execative recom- mendation iu a special message svon to be sub- mitted. —_++2—__—_ In filling two-thirds of the places to be filled under the law creating the uew circuit appel- lave court the President has wisely and patriot- feally selected two eminent lawyers of the party in opposition, or one-third of the whole number yet appointed. That he did not at the same time choose one of the judges from the south was not due to sectional unfriendliness, but, itis said, to the fear that such action ‘woul® make the court democratic. ‘This would be due not to the fact thut the federal courts in the southern circuits are] composed of demo- erats—for there are not more than one or two demoeratic appointments—but perhaps to the leanings of some of the republican appointees whose long residence in the south with all that this residence implies brings them into social sympathy with the ruling classes there. It is not to be charged against the President in this matter that he has shown a sectional bins. His course was broadly politie under the condi- tions. The fact that the democratic judges are both men of high character and attain- ments divests the constitution of the new court of any political signiticance and marks the action of the executive as signally wise and truly conservative. With the appointment of three other judges the new appellate court will be complete in its organization. a Before the House of Representatives is organized and while the organization of the Senate is imperfect the introduction of bills proceeds in much the old way of a big increase every year. ‘The calendar groans every session under the load of measures which bave no hope of passage. It may be that the proposi- tion debated in the Federal Convention for the appointment of a committee of revision of bills and resolutions will now bave to be resuscitated and adopted. There is more need of it than in the elder day when there were only twenty- six Senators and sixty-five Representatives and the population was less than four millions. ‘Tue troub'e with the flood of bills is that the ‘unmeritcrious or hurtful ones crowd out con- sideration of good measures, while the haste with which they are often prepared paves the way for imperfect legislation that has to be done over. Even when their meaning is ob- vious they require reshaping by the committee to which they have been referred. ——_—_+2—____ ‘Three hundred thousand dollars are as small @ sum as ought to be appropriated for a monu- ment to be built here by the republic in honor of Gen. Grant. For that sum of money a suit- able monument could be erected, although it it were increased to a half million dollars it would be still better. Something new, im- pressive and particularly appropriate is re- quired. Washington himself has a monopoly of the grand, but simple shaft or column and composite monuments bave not been generally successful. It would be better to have no statue than one not adapted to the occasion. Gingerbread work to commemorate the solid merits and services of such a man as Grant ‘would discredit the good taste of the American people and mast not be inflicted upon them by ‘those having charge of the matter. + —__—_ Colleges in Missouri and Virginia—perhaps elsewhere—have held out to Representative William L. Wilson the bait, tempting toa scholar, of the college presidency, but it is hoped by bis many admirers in other fields of action that he may continue to resist the temptation. The public generally recognize in the young West Virginian the qualities seen by the college trustees along with others which fit him for leadership in polities and a high rank among United States statesmen and pub- licists.
