For the greater part of the year Potomac water as delivered through reservoirs and pipes to the water users of Washington is pure and elear—in fact, pretty good water. But there are intervals between the seasons of purity and translucency, the present time being one of these, when the Potomac water consumed in the city is simply intolerable. The mud that gives it beautiful cider or claret hue is ob- Jectionable on varions obvious grounds. Again common sense says ‘that impuritics on the surface of the skin or about the premises cannot be removed by the application of mud even ina diluted state. ‘Throat, eye, stomach, all revolt at the continu- fug nuisance and injary to health. As there fare ways of abating this nuisance aud prevent- Ing this general injury to the community con- cerned they ought speedily to be adopted. Fortunately Congress is in session and the members of the District legislature may look aod taste and feel for thomnelves. Elliot disapproved filtration as a | remedy of this occasionni turbidity as too e: pensive, and recommended an additional eet- tling basin so that when the river is turbid the water can havea longer time for depositing its sedimentary matter before passing into the mains. To provide this additional basin ke suggested the utilization of the receiving res- ervoir for thie purpose, as was contemplated design in the duct, and he ree meat of the receiving exclusion of all water from it except Potomac water, and the deepening and protection of its margins He has now be- come couvinced that in addition to this sot- tling basin some eystem of filtration is neceseary.
