NOYES ——————— = HE EVENING STAR has a regular and Permanent circalation in Washington three thwes larger than that of any other paper im the city. As a fecal NEWS paper and Advertising Medium it bas ne competitor. ————————— Elsewhere in Tux Stan a brief history of the Jocal free library movement is printed. It took its start too late in the sessions of the last Con- gress to crystallize into aw. But a ptoject ‘which bas commanded the approving interest @f s0 many influential men interested in Wash- ington, both nationally and locally, should be and probably will be among the earliest local matters to which the present Congress will Give its attention. The idea of @ free library for this city has from the first met with the strongest encouragement. The steps toward fte foundation ure easy and practical. There aro few cities in the country of Washington's size, and certainly none which have her spirit of intellectual culture, which have not the edu- ‘ational assistance of such a library. The mst- ter is not one of purely local importance. Its Rational aspect is found in the fact that a large proportion of the library's clicntage would ome from the employes that the government €alls from all parts of the country. ‘That these employes are in need of library facilities is evidenced by the fact that nearly ail the department buildings have collections of books, some quite large, others meager and made up from stray odds and ends from which they seek to drawsome of the benefit that comes from reading. Other departments or Durenus are demanding the same facilities ‘There is in these departments the nucleus of serviceable library, and with Librarina Spof- ford’s assurance that there are many volumes in the way of duplicates that could be trans- ferred from the national library without detri- ment to its use the material for the free library is already within easy rench. Such an institu- tion would be of vast benefit to the schools of this city, upon which many families who come from elsewhere must depend for the education of their children. It is an absolute necessity for the full development of Washington's edu- cational system, and the perfection of its claims ae an educational center. By keeping it open in the evening, as the bill now Lefore Congress proposes, it would offer a healthful means of mental occupation for the unem- ployed time of the young mun ot the city, in- eluding the workingmen, whose daylight hours are not at their disposal, and would in every way be conducive tothe highest intellectual and moral tone of the community. A rival to the pool room and bar room would be created. It 18 a measure in which dilatory ticthods should not be risked. The proposal of the bill to locate the library in the new post oftice build- ing is a good one in many respects, snd the Dest results in its arrangements would be at- tained by making the library an assured fact before the building iscompleted. All efforte to Popularize the great national tibrary of Con- gress directly bave failed. Under the arrange ments proposed the tree library would be in the nature of a popular annex to the Congres- sional Library, partly maintained by the Dis- triet, because of its special local bene eduentional institution for the workingmen, public school pupils and reading community generally of the city. Let all who aro interested in the progress and development of Washington and its people put their shoulders energetically to the wheel of legislation and the free public library wiil speedily be an accomplished fact. += Senator McMillan suggests that the aqueduct tunnel or hole in the ground be put to some good use. Uncle Sam by his own blundering negligence, acting or failing to act through his direct agents, made a miserable failure of the water works’ extension. and instead of shoul- dering the resvonsibility and losses like a man, he has been collecting and is still collecting from the water takers of the District a million dollars, for work which they never asked to be done at their expense and from which they derive no benefit. Every poor little water-taker in the District today is paying from his poverty toward this tunnel for an increased water supply which Uncie Sam undertook to furnish, and did not. If Uncle Sam is going to collect a million doliars from locat water-takers for water via the tunnel be must, as Senator McMillin suggests, make water come through the tunnel for their beuefit. If be cannot Utilize the tunnel which he has misconstructed, and for which the Distri#t water-takers are not at all blamable, he should meet the cost of his own negligence and refrain from extorting a millica dollars from water-takers for an in- creased supply of water, of which they do not getadrop. Build the tunnel or refund ! —— + In another part of Tue Stan is an interesting statement of the status of the Episcopal Cathe- ral project. While of course there iz an in- terest im knowing the exact location to be selected for the cathedral institutions that is limited in comparison with the general con- sideration that this great enterprise is to be established in the District.
