THE EVENING STAR. |J WASHINGTO Editor, IR EVENING STAR has a regular and permanent circulation in Washington three times larger than that of any ether paper in the city. As a local NEWS paper and Advertising Medium it hus ne competitor. ‘The opening of » new Congress, always an uteresting national event, is of peculiar im- T. ONIGHT task of the new House is well-nigh colossal. A misstep and the men who control there will wake way for the men who were lately dis- placed. But the opposition is not united. The republican west is as staunch in favor of free silver as the doubtful middle states are in opposition. But the re- publican calculation is a compromise measure enforced by the discipline of the best organized party that ever figured in history. If the sub- Ject can be removed from discussion by the Fifty-second Congress at its first session then the issue between the great parties next year will be the tariff. Itought by that time tobeshown whether the American people are protectionists orfree traders, using these terms in their popular and not technical signification. A ‘square ont fight between the parties on this one issue with Mr. Blaine or Mr. Harrison leading the republicans and Mr. Cleveland or some western man heading the democrats would be a contest worth secing. Congress, however, should disabuse itself of the idea that clecting Presidents is its business. There are many matters only incidentally, if at all, connected with politics which will come before it and which cannot be pigeon-holed. ‘The government bas grown so great that the mere provision of ways and means for its finan- cial support is a mighty legislative task. But beyond this necessary work of collection and disbursement there are measures of general nd local importance within the sphere of national legislation, and which are, some of ‘them st least, hardly less urgent than the ap- propriation bills themselves. Congress is the local legislature for the District of Colnmbia, and certain measures touching this District are of general interest, for the people take pride in their capital, and the members of the federal government, from each and ali of the states, are individtally concerned in legislation took- ing to the health, comfort, safety and even the ernamentation of the national cit, re As announced in last night's extra Stan the speakership fight terminated on the thir- tieth ballot. In choosing the man finally se- lected no experiment was tried. Judge Crisp’s career bad shown that he had at once the judicial qualities for a presiding offi- cer and th politics! qualities requisite in a deader im a time of crisis for his party. Wise in counsel, firm, but moderate in temper, and ili in manner, the Georgia Represen- tative has not often been surpassed in full- ness of qualifications for the high post to which he has been called by the suffrages of his fellow members. ‘Jn some parts of the country there will be a temporary feeling of disappointment over the Gefeat of local candidates or in quarters where the new Speaker is less known than in his own section that the leader on the floor in the last democratic House and the party's conspicuous champion on the issue of tariff reform was not promoted to the chair. It is probable that this feeling will not last, for the record and profes- sions of Speaker Crisp indicate that be is fully abreast of sentiment in his party on this sub- H Mr. Crisp is chosen not only Speaker of the national House of Representatives, but speak--r of Washington's common council. The Distri>: of Columbia knows him well, better perhaps than any other community except his own im- mediate constituency. Here he has been recog- mized for several years as a conscientious, broad-minded, growing man. Without dis- paragement to the other candidates, who would have adorned the position if chosen to fill it, and who are all good friends of the capital, Washington congratulates itself upon the selec tion which the democrats have made of a pre- Siding officer for the lower house of its local legislatare. +2 There is probably a periodicity in erankism, @s there is certainly an epidemic of it when once it has @ well-defined development in any locality. Thus in New York at present, as has several times happened in Paris, when a crank whose heart as well as mind is disordered at- tempts to assassinate a notable person, other murderous cranks make similar attempts. The shooting at Rev. Dr. Hall and the fearful explo- sion in Russell Sage’s office were speedily fol- lowed bya threatening letter to Conrad Harris. Happily the letter fell into the hands of the po- lice, and the threatener was arrested. It must end in the unfortunate isolation of the class of intended victims and an undemocratic air of dis- trust and suspicion. The class of cranks should be more closely watched and the accommoda- tions of the insane asylums enlarged. But the epidemic, like other epidemics, will presently spend its forces. _ The report of the Census Bureau on the Population of Kentucky shows an increage from 1880 to 1890 of 12.73 per cent.
