The argument has heretofore been con- fined almost entirely to English and American ‘emge. It may be profitable to turn for a time to the parliamentary authorities of Europe ether than those of England. A = structive paper for this purpose appears eurrent North American Heview by Theodore Stanton, who presents extracts from private letters from the presiding officers or other competent authorities im nearly every parlia- mentary body on the continent. The sum of the testimony is favorable to the rules adopted by the House in the Fifty-first Congress. Thus the Nor- ‘wogian popular house, the storthing, requires the presence of at least two-thirds of the dep- uties and punishes with a fine of from about $110 to $1,110 members who absent themselves from the chamber. They are also required to vote. Belgium has strict rules. The roll eall seems to be for discipline and is seldom re- sorted to except to check absentecism. Mem- bers are required to vote or state reasons why they do not. The Portuguese chamber of dep- uties and house of lords require all members to vote who were present at the begining of the ballot. A quorum of the chamber is one-third, of the peers nineteen members. The rile requir- ing ® vote is not enforced, however, and mem- bere are not counted for the purpose of making aquorum.
