THE EVENING STAR has a regular aud permanent circulation in Washington three times larger than that of any ether paper im the city. As a local NEWS paper and Advertising Medium it has no competitor. ‘The G. A. R. finance committee is actively engaged in perfeeting the private subscription list to meet the expenses of the encampment. ‘The reasons advanced by the chairman of the committee for suggesting to those who have already subseribed thet they consent to a sys- tem of payment in installments which will re- sult ins total payment of the contributions somewhat earlier than was anticipated when the subscriptions were promised, seem to be sound, and will doubtless commend them- welves to the good judgment of these subscribers. It is highly desirable that the funds upon which the managers of the encampment entertainment must rely should be definitely ascertained and at their disposal before expense-involving plans and arrangements are perfected in the various branches and features of the reception and en- tertainment of the veterans. To be most ef- fectively expended the money must be inte! gently apportioned among the committees hav- ing in charge the ditferent features of the occa- sion, and the amount which should properly be expended in any one direction cannot defi- nitely be fixed and wise and safe plans for its expenditure cannot be definitely formed until the whole amount of subscription isascertained beyond a doubt, Undoubtedly there will be many important additions to the subscription list. It was merely preliminary in its character and did not assume to be exhaustive. The appeal of the occasion is both to the material interests snd to tho local pride of Washington, and it will undoubtedly elicit a hearty response, — - The Farmers’ Alliance split into two camps yesterday over the protest of one faction against the subtreasury bill. A movement begins at once to form an alliance out of the element opposed to the measure. Apparently it would have been wiser in the majority to have allowed the antis to present their protest and to discuss it before the whole body. As it is they have a secession as the result of their rigidity. Bat there are reasons for believing that the matter is just as President Polk wishes it to stand. His re-election—a triumph over the moderate wing of the organization—is contemporanccus with other events rendering the formation of a third party certain. Alto- gether the supreme council bas not been a harmonious body, but it has demonstrated the power within the narrow lines of a diminished alliance of the radical leaders, and has virta- ally determined the policy of the remaining members to be in accordance with the plans of those leaders. — ee Virginia is to be congratulated on the pros- pect of a final settlement of her state debt in a manner satisfactory to all parties concerned. The arrangement between the agents of the larger bondholders and the state comm1ssior it is believed, will be approved by the princi- pals. The legislature will meet next month ‘and take up the question as soon as possible. ‘The fact that both the debt-paying and the re- adjuster elements favor the compromise indi- cates that it will be accepted by the state, and there is no reason to doubt that the London and other holders of the state's bonds will, almost if not quite without exception, abide by its terms. No state is happy, prosperous, or respected that takes no step looking toan hon- orable liquidation of its indebtedness. oe The man who died in New York as the result of a course of fasting is an example of fatal folly that should command a good deal of atten- tion. The morbid curiosity to see how long a man can live without eating has been gratified as far as it should be, and the faster should be relegated to the place in public opinion that in occupied by the bridge jumper, the rapids shooter and the man who didn't know it was Joaded. += Austria hurries additional troops to the fron- tier because Russia has done so, and Germany orders more tents for her army corps. These signs of a coming conflict are alarming, but alarm added to alarm during a course of years has not yet produced war.
