The declaration of Secretary Foster in his address before the Ohio Republican Assovin- tion last night that be was in favor of the re- election of Mr. Sherman to the Senate ix pub- licly regarded as significant of a desire on the part the administration to defeat Mr. Foraker, and the matter has excited considerable interest. It is ex- pected that Mr. Foraker's friends wiil hit back at Secretary Foster and at the President, too, they assuming that he is in sympathy with bis Secretary. The Foraker folks, while ad- mitting Mr. Foster's right toand opinion in the matter, regard it as a little out of place for ‘one occupying the position Mr. Foster docs as a representative of the natioual administration to take side in this public manner. SALOONS IN HELL'S BOTTOM. Hearing Before the Commissioners in Regard to Licensing Them. , As agreed some days ago the Commissioners today heard those interested in the licensing of saloons in that section of the city known as Hell's Bottom, bounded by the east side of 8th street to the west side of 13th and north from P street. Many of the saloons in this ection are in the second precinet,which extends north as far as R street. Mr. C. Mauries Smith, when Commissioner Douglass called for the Hell's Bottom case, took exception to the name, ashe was @ resi- dent of that locality. He denied that the Commissioners had ever issued an order in fact to the effect that no more saloons would be licensed im that section. | The notice was merely an order issued b: Commissioners to the assessor to report all | cases of saloons cmbraced within that section. Mr. Smith reviewed the Manion case, calling attention to that portion of the court's decision in which it was stated that the Commissioners had no arbitrary right to refuse licenses. He thought it was a great assutuption on the part of the Commissioners without legislative enact- ment to make rules as to where saloons should be located. It would be @ great mistake to cut there ap- plicants off without a license. Mr. Douglass thought it was a legal question. Mr. Frank Madigan believed the better way to solve the question was to find ont from the pelice the character of these people who live out there were going to drink and the Commissioners could not stop them.
