Perhaps, too, he will receive asa legacy the fruits of the many reforms that the retiring minister has undertaken, reforms ‘that have just begun to develop results in the army, and that seem destined to grow into greater importance in the coming months Few secretaries have ever accomplished more and better things during a peaceful administra- tion than ex-Governor, ex-Secretary and now Senator Redfield Proctor, who, with a quiet nd unassuming manner, has applied generous ‘and humane common sense to the affairs of the army with results that must be lasting. The enlistment of Indians, the establishment of canteens at army poste, the removal of griev- ances and the reduction of desertions—these ‘and many other successful measures make a geod record. -—--—+ Mr. Richard Croker, the Tammany boss, is credited with a determination to make, if pos- sible, Gov.-elect Flower the democratic candi- date for President in 1392. It is even said that Mr. Flower’s frieuds planned for such » thing last summer when they secured Mr. Cleveland's support for their man for the nomination to the governorship. This is not unexpected mews. Long ago it was foreseen that if Mr. Flower could make his calling and election to Albany sure he would refurbish his former am- Dition to make sure his calling and election to the White House. It is a great thing tobe elected governor of such astate as New York by 50,000 majority. Few democrats have ac- complished the feat, and then they have done it under very peculiar conditions. Mr. Flower's ‘boom is likely tocollide with that of at least two other distinguished New Yorkers, but this may Prove an advantage if they do not combine against him. The combination of Messrs. Gleveland and Hill is the combination of oil and water. Hence the friends of Mr. Flower argue that he has a fair field, some of the best of the workers on bis side, and encouraging promise of success. += ‘The New York Times again gives space to the imaginative Washington correspondent who discovered and exposed the corrupt con- spiracy of the people of the District of Colum- bia to elect Mr. Crisp Speaker, upon which mare's nest Tux Stan recently commented. In response to Tax Stan's scoringof the slauder- ous feature of his ridiculous fabrication the correspondent, without defending his Mun- chausenism, inquires what Tar Sta would say if he should overhaul the “Boss Shepherd’ period of the city, the relations of the news- papers to the “Boss” and their share in the “Boss's plunder.” Tux Stan would probably say that a clander of the present could not be helped out by reprinting decayed slanders of Editor. Of course the twenty-four bour arrangement would suit the farmer who desired to gather in and secure his crops while the weather was propitious, but what about the laborer? The provision of & distinct set of laborers for night work would settle the problem. Few farmers, however, would care to hire a force of men to work from 20 p.m. to 2:15 am., and it must beevident that the present staff could not lose much more sleep without cultivating insomnia. There are two sides to this question of making hay while the arc-light shines. oe ‘The two parties, one supreme in the Senate, the other in the House, should not in their de- site for advantage in the presidential campaign of next year lose sight of one very important thing: Certain legislation is indispensable for the good of the whole country, and the people, without regard to party, want this legislation enacted without much concern as to its effect on the fortunes of parties.
