Just now she is weakened by famine and intestinal disorders. This may furnish the coveted opportunity, sho baving given occasion by ber heavy massing of troops at the German and Austrian borders. It is supposed from outgivings of the German press that the people of Gormany are restive and may exact of the government a formal explanation from Russia of her military movements or seize any one of several other pretexts for bringing affairs toa crisis. War in winter is not proba- ble, although Napolean never flinched from snow and ice in carrying out or attempting to carry out his great designs. The G. A.
