THE EVENING STAR: WASHINGTON. D.C. “PRIVATE” DALZELL’S VIEWS, What the Noted Ohivian Says of the Sena- torship and the Presidency. (Correspondence of The Evening Star. Carvwert, Onto, Nov. 13, 1891. As the smoke closes away from the great re- publican battle for protection one result 18 ap- parentas the figures of election, and that is that McKinley is in the field for the presi- deney, and another is that Sherman will easily succeed himself. Do you think I know? When did 1 ever guess wrong about buckeye politics? I will tell you why I get the thing down fin Like other people I have my opinions and Prejudices, and often wrong a® any one, but I Rever put them in print. I have the newspa- per habit of listening and tattling aboat what I hear. Any one who has this faculty and exer- cises it conscientiously and faithfully just now cannot help ascertaining that the voice of Ohio today is for McKinley for President end for Joba Sherman for Senator, no matter what hasty and misinformed youngsters, “not to the manner born,” may scribble and telegraph foreign editors. FORAKER Not “ry TT” ‘Say what they may, Foraker isnotinit. Early in January the legislature will meet and organ- ine, long before any caucus for the senatorsbip. ins the organization “many a slip twixt the cup the Lip" 1 possible, and doubtless many ‘Tho sow are for one will change to the other; for are there not a speakersinip, a presidency of the senate and chairmanship: and offices with- dut end to distribute among the very men who elect the Senator two weeks later? Here is an item. Here are infinite possibilities. Are the Sherman men spring chickens? Another element @f uncertainty, and a hun- dred possible complications uriglit arisafrom the many rich appointments to be then made by Gov. McKinley. It could be made a terrific in- fluence, 1 tell you. but MeKin w equally obliged to Foraker, Sherman aud Foster, and ‘will carefully abstain from making any appoint- ments until the Senator is chosen. That is right, prudent, fair and impartial, and any other course might leave McKinle; section in the premises open to a suspicion thal his appointments were made with a view to in- fluence the legislature in its choice of Senator. MONEY WILL NOT BE USED. ‘Thank God, the corrupt use of money will not be so much assuspected; much less charged by even our enemies. Foraker has none, and would be too honest to use it if be had. Poster has plenty, but he is content to re- main in the great office which he uow so ably and acceptably fills. Like Foraker he will not bein it, Sherman towers high over all, and could only defeat himself and contradict the whole testimony of his grand character and career by the use of money, rich as hes. He bas no need of it. The only coin he needs is the abiding confidence and esteem of the state be has so long and faithfully served. McKin- ley could take the plum if he would have it, but he, like Foster, can never honorably accept it until the triumyirs agree to disagree aud band it to him asa peace offering. I consider the two contingencies equally possible as to Foster or Mckinley, but only after along strug- gle and many ballots in the secret caucus. Asa member of the legislature I was in two such caucuses myself, and in neither could we agree Low to cast our vote in the joint conven- tion. The like may recur this year. i it has many times happened, not only in} Obio, but in other states, and just there all calculations disappear. Ohio voied as much for Sherman as it did for McKiuley—for the ‘one on the tariff and for the other on finance— and the members will be derelict in their duty, \TED_HELP. KINLEY FOR COLOR BEARER. Ohio again at the bead of the column, with McKinley for color bearer, enters the lists for 1892. Of course if Blaine’s Lealth permits, or if Harrison runs again, McKinley will again re- fuse the presidency, otherwise it seems to me, from all I hear, that the major is very much in it. OUR INTE AL REVENUE. Interesting Facts From the Annual Report of Commissioner Mason. The anaual report of Commissioner of Inter- nal Revenue Mason shows that the total receipts from internal revenne sources during the year amounted to €146,035,416, which is an increase of $9.410,719 over those for the previous year. The commissioners’ estimate for {the present Year is €150.000,000. The receipts for the first three mouths of the present fiscal year were $38,742,088, an increase of $797,909 over the receipts of the corresponding period of the previous fiscal year. The cost of collecting for the past fiscal year was $4,210,605, or 2.88 per cent of the receipts. ‘The cost for the previous year was 2.82 per cent of the collections. The estimated expenses for the next fiscal year are $4,522,580. RECOMMENDATIONS OF LEGISLATIO: The commissioner recommends the repeal of sections 3,364 and 3,393, Revised Statutes, pro- viding for the use of caution labels on packages of tobacco. He says that both of there sec- tions cre wholly unnecessary; that they re- quire manufacturers to incur needless expense, and add to the petty penalties with which the srstcm is overburdened. ‘The commissioner says, touching the legiti- mat- manufacture of opium in the United Stites under the provisions of the tariff act, that to make this law effective several amend- ments vill be required, among which is one for- feiting illicit factories, and also duly authorized factories where there is any serivus violation of the law. THE OEFOMARGARINE PRODUCTION. Tables in regard to the production of oleo- wargarine show an increase from year to year in production, both for consumption at home and abroad, from November 1, 1886, the date the law went into effect, until June 30, 1889 decrease during the year ended June 90, 1890, and during the year ended June 30, 1891, an increase of production over any former year, but a decrease for exportation. Statistics show that great strides have been made in the production and consumption of oleomargarine in the Netherlands, oleo oil to the value of €10,000.000 being imported from the United States during the calendar year 189, and an estimated total output of oleomargarine of 165,000,000 pounds beng produced during the same period, of which pearly 123,000,000 Bounds were exported to England, Belgium, Portugal, Sweden, Norway, Den- mark and the Datch, English and Portuguese colonial possessions.
