DEPARTMENT OF AGRICULTURE, Interesting Extracts From Secretary Rusk’s Annual Report to the President. Secretary Rusk has placed his third annual report in the hands of the President. The re- port abounds in evident gratification. “Two years ago,” says the Secretary, “the condition of agriculture was a subject of grave snxiety, an‘anxiety which among the’ farmers them- selves found vent in an almost universal ex- pression of unrest and discontent with existing conditions. Last year Iwas able to indicate the beginning of an improved condition of agriculture in response to the well-directed ef- forts of your administration, aided by the wise enactments of Congress, and to point out the several methods adopted in the Department of Agriculture with a view to ameliorating the condition of our farmers, and to also in- dieations of their suceeseful outeome. Today I lay before you a report full of encouragement. ‘The good work *o promptly undertaken has been maintained and developed. The time that has elapsed @ince some of the most im- portant measures for the benefit of the farmer were adopted, short though it has been, has already served to produce many of the good Feaults expected of them. ‘The work of ‘this department on bebalf of the farmer has been constant and varied, Gey! effort being made to enlarge the sphere of its usefulness to the fullest extent compatible with the means placed at my disposal, and the responsibilit and powers imposed upon the department by wise legislation have been exercised with due appreciation of their importance and pushed forward with energy and activity. AMERICAN PORK IN EUROPE. The Secretary refers at some length to the withdrawal by the governments of Germany, Denmark and Italy of the prohibition against American pork and expresses his high appreci- ation of the President's personal interest in the matter, without which be says “tifis grand re- sult could never have been attained.” It is estimated that the incrense in the value of farm products of tho United States over last year will not be less than $700,000,000 and that the surplus sold abroad will largely exceed those of any previous year. ‘the Secretary notes the benefits of the inspection of meats ‘aud recommends an appropriation sufficient to extend the inspection‘ all applicants. He ce. mates that the losses to our pork raivers during the past ten years, owing to the prohibition by foreign countries, aggregate over $260,000,000. PROFITS OF TRE MIDDLEMA’ A paragraph is devoted to the middleman and the extent to which he is enabled by various conditions, especially prevalent in America, to absorb a large proportion of the prices paid by the consumers for farm. products, thus ondaly timiting the profits of the farmer. Admitting the ditticulty of remedying this evi!, he points out that a partial remedy, to provide» which is the duty of his department, is to keep tho farmer fully informed in regard to the market values of his wares. This will at least save him from the penalty of ignorance and the unscru- pulous greed of traders, and he concludes by stating that it is bis earnest de- sire and intention to extend the work in this direction until every farmer in ‘the country may know, before he markets his goods, just what their ‘value is in the nearest | market. The Secretary emphasizes the value of a greater diversification in our crops to take fulladvantage of our home market, and so: that although noting with satisfaction the ef- fect upon some of our agricultural imports of the present tariff law it is nevertheless strik- ingly apparent that many of the agricultural roducts imported are such ascould and should Pe'produced in this country. SORGHUM SUGAR PRODUCTION. In the matte: of sugar production from sorghum Secretary Rusk is enthusiastic. In reviewing the work of the division of chemistry with reference to the adulteration of foods, the Secretary emphasizes especially the adulterations of coffee, which are found to ex- tend toa very large pércentage, not only of the ground coffees, but of the coffee bean. wholly artificial coffee beans having been i troduced into the market, of which man samples bought on the open market were found to largely consist. These artificial beans are sold to the trade at 4 cents a pound. In large measure they are imported, and the Secretary urges that such importations, as well as their manufacture and use in this country, be abso- lutely prohibited. : Touching the experiments in producing rai: he states briefly that they bave beer. made, but that be has no data yet at hand which would justify him in expressing any conclusions on the subject. USEFULNESS OF TRE DEPARTMENT. Richard Frasier May Die From Wounds Given Him by “Scrummage” Lancaster. Ssturday night William Lancaster, sliag “Serummage,” used a knife on a companion named Richard, slias “Pal” Frazier, and thé injury may yet prove fatal, although the victim was alive this morning. Lancaster's criminal record isa long @pe end if he escapes a sen- tence in this case it will not bedecause of his past good record. He has been arrested as often as he has fingers and toes and has been convicted of almost every offense except the one which inflicts the death penalty, and he narrowly escaped that at one time. That was in 1887, when he killed Henry Williams. An in- dictment for murder was found against him, but the jury reduced the offense to manslaugh- ter and he got off with three years’ imprison- ment. YRAZIER BADLY cUT. ‘When assistance reached the injured man it was found that he had been disembowlea and blood was streaming from the dangerous-look- ing wound. From the vicinity of the pool room the injured man walked to his home in Louise alley, and nearly two hours after he had received the injury Drs. J. Ford Thompson and G. W. Cook were at his side. They examined the wound and expressed the belief that Fra- zier had been fatally injured, although they operated upon him and sent him to Freed- men's Hospital. While Frazier was ut his home under treatment Lancaster ealled to in- quire whether he was dead or not, but he did not tarry long. LANCASTER ARRESTED. When the police Jearned what had taken place several officers went out in search of the fugitive, but it was not until yesterday morn- ing that Offiers Green and McAndrews located him at the house of his mother in O street alley and arresied him. When taken to the third precinct station the prisoner remarked to Ser- geant Myers that he cut Frazier to'take caré of Lim. ‘The prisoner was held at the station until this morning, when he was taken to headquar- ters and measured.
