4 —_—[————hDaBaBanBnanana THE EVENING STAR. WASHINGTON: November 9, 1891 THE EVENING STAR has a reaulas permanent circulation in Washington three Umes larger than that of any other paper im the city. As a local NEWS paper and Advertising Medium tt bas ne competitor. —— EF ov It may havo been beyond the powers of the | fy ut woe ua Secretary of the Navy to ask the recently court of inquiry that investigated ‘the lous of the steamer Despatch to reassemble nd go further in its search for information and look for the truth sbout the winter quarter shoal lightship relief, the Drift, but it surely seems a fertile field for inquiry by some ether tribunal, whether naval, military or civil, Se has been already pointed out by ‘Tue Sran, thre was a fiat contradiction of tes- témony in tho evidence taken by the court of inquiry that, has not yet been satisfactorily ex- plained. The great majority of witnesses have wworn that there was no light visible from the ‘Vessel, though the steamer went very near to her, perhaps as near as half mile, and under no circumstances more than four miles away. ‘There is the testimony only of the keeper ef the ship that her light was burning the night in question, a light that should be for eight miles, and further that she was on ber station, which has been seriously ques- tioned. Whatever may be the truth, the naval service owes it to the government to demon- strate whetber the entire company of the Des- patch bas falsely colored an oath, or whether ‘tke light honse board, on which it has several representative officers, has allowed itself to be deceived by false reports from unreliable serv- ants. difficulties of the light house service are very great, and there must ulways be pres- entan element of uncertainty aud consequent danger where the character of the coast is such ‘as to prevent the location of lights and beacons en land, but there should be no necessity for the employment of men whose word and whose faithfulness can be questioned for even a min- ute. It would seem as though the service might strive to compensate for the risks involved by hiring men of worth and seeing that they performed their duty by means of a more rigid system of unexpected inspections. ‘There is too much value, both financial and human, at stake to leave unprovided any possible measure ef safety. Aud under any circumstances the present case affordsan excellent field for in- Yestigation that may not be afforded for some time, or at least until there has bean another disaster of greater proportions and more ter- Fible consequences. - oe ‘The Pennsylvania railroad has erected a his- torical monument at Bordentown to mark the first piece of track laid between New York and Philadelphia and the fist movement by steam pon a railroad in the state of New Jersey. This commemoration is interesting and com- mendable. {¢ is, however, in this railroad’s power to erect to itself a more glorious monu- ment, which aball tell of modern progreas and Bebievement, by improving its terminal facili- ties at the capital, so that it will no longer threaten life and limb with its surface tracks or obstruct and use for its private pur- poses the streets and reservations of Washing- toa. The day when in the matter of safety, convenience and beauty the capital of the Pepublic shall be as highly regarded by the cccupying railroads as Uerlin, London and Paris will be one of far greater historic interest then that commemorated at Bordentown, and the monument marking the first of Washing- ten’s grade crossings abolished will justly be taueb higher than that which calls attention to the first piece of Jersey track laid. += Secretary Rusk’s anvual report will revi our agricultural past for twelve months for wake of the encouragement it offers for the future. It is a very encouraging past, in which the stardy Secretary of Agriculture has been a lively and able actor. Though he is secretary ef the weather as well as of agriculture Uncle Jerry is not generally credited with creating the conditions which bave produced the fine erops. Bat he did Lis conspicuous part toward securing the re-entrance of the American porker into Germany, Denmark and Italy, and im doing everything possible to vecure the same wesult in France and other countries. The gear has been a memorable one for American Not the least notable thing that the Secretary has accomplished for the corn- planter bas been the introduction into Berlin of the great American hoe cake. ss ‘The preparations for naval defense in all di- fections proceed in the navy yards of the re public. It is always well for a nation when it is not entirely prepared to become so as soon ea powsible. But the Chileans have not blown up the Baltimore. There may be nonecessity for ear war ships in far southern waters after all. ‘The new president seems to be entirely pacific. His attitude when some young hot-heads com- plained that the refugees in the American lega- tien were canspiring to kill Gen. Canto and do other outrageous thiigs was what it should have been. He did not encourage the young hetheads. He did keep bis guards there to protect the legation from violence. If Presi- dent Montt will only persevere in the sensible course upon which he has started pleasant re- lations will yet be established between the two republics. +2 San Francisco is in the field early for the honor of entertaining the next republican con- vention. She is carnes? and practical in her lores, her first step bei. ; to start a subscrip- tion which has footed 220.000 already. Wash- ington is, however, the great convention city @f the United States, being adapted in every way to the comfortable accommodation of large crowds and being the most attractive of the re- public's gathering places. The advantages she Gffers deserve to be seriously considered in the face of even the Golden Gate city’s natural charms and artificial attractions. a One Profewor Slavin, who bas achieved more oF less of a reputation in sporting circles a8. masmage operator, intimates that Professor Jobn L. Sullivan of Boston isacowerd. Pro- femor Sullivan is in the United States, Profes- sor Slevin isin England. If it should ever be ‘thas these two eminent brutes meet on either | ‘side of the Atlantic public decency is going to be eatisfied with nothing less than the annibila- tien of one or both or them. ——— Informing their plaus of operation in the ‘next Congress the democrats should take pains Rot to allow their ambition to make a reputa- tion for economy to lead them into a penny- wise, pound-foolish policy. Interests should not be allowed to depreciate and improvements come to a standstill for the lack of a timely and judicious expenditure. > With a namber of vacancies in office awaiting his attention as soon as he enters on the dlis- charge of his duties as governor, Mr. Flower ‘Will have an carly opportunity to get acquainted with some of the most conspicuous privileges and @mberrasements that cluster around an jm- portant executive office.’ + ____ ‘The remains of the noble and ilanthropic Relen Hunt Jackson (“H. a} mene well Rave been left where she desired that they should repose, on Cheyenne Mountain. ee ‘The cheerful tone of Secretary Eusk's report @@ the agricultural situation shows at once ‘that he does not fear the displeasure of the allance. ++. ‘Eemey be found advisable to give all appli- ants for places on the police force'a course of ™ E_ THE EVENING STAR:.
