The third amend- ment secures uniformity of taxation by the abolition of special exemptions and requires exemptions to be by general laws for cer- tain public, religious, charitablé, benevolent, literary or educational purposes, 1 y for such uses and heretofcre exempt by law. It also authorizes the legislature to impose a general income tax. The fourth amendment extends the limit of county commissioners terms from two to six years and allows the leg- isleturs to prescribe when they shall be elected. .diaent authorizes the sale of the tin works of internal improve- ment aud affects the Chesapeake and Ohio caral.
