To this request Chile sends through the United States minister st her capital a discourteous reply. ‘This arrogance may gratify Chilean vanity for the time being; it will not in the end scrve Chilean interests. ‘The United States have not resorted to bluster to enforce their jast demands upon Chile. Bat Decause this government chooses to conduct its side of international relations with dignity it is not to be assumed that it does not intend to maintain with firmness the national self-re- spect. Somebody shall account for the blood of Americans murdered by Chileans on Chilean soil. If Chile chooses to as in the matter, then sume responsibility ? we will look to Chile. Tho strongest restrain- | ing influence upon the United States in this | coutroversy is ite consciousness of superior | power, and its unwillingness to be as the great | peace-loving vation viewed by the world | as playing the bully. On the other hand the main cause of Chile's arrogance is its mistaken idea of its relative strength, based upon the feebleness of the American navy, and the ap- pardat impossibility of hostilities between it | and the republic except through naval warfare. Our navy is not so strong that the immediate results of an uttack by it upon any naval power im the world, though among the feeblest, can ) be calculated to a certainty in advance. But it is certain that if the effort to obtain satisfac- tion for the blood of the murdered sailors of the Baltimore leads to further American blood- shed through Chilean insolence and hate, the American people will before the war is over crush Chile, though Central and South } America up tothe Chilean line have to be utilized to bring the enemy within striking distance by land, or an English navy built by the republic to comm: ———+2—___—_ Now that the smoke of the garbage engage- ment has settled somewhat it would appear that the health office has mzintained its posi- tion very well so far as the collection of the garbage is concerned. The explanation of the heavy oxpense of removal by the District of the garbage which the contractor in violation of bis contract had refused to remove seems to bea reasonable one. Itis not yet made clear, however, that the District ought to pay @8 or even €4 per day for the removal of dead ani- mals, when heretofore the value of these ani- mals has paid or more than paid the expense of collection. ——__++-—__— The movement to oust the farm wagons from stands on the street adjacent toCenter Market, on the ground that their occupation is the private use and obstruction of public property, i# a serious menace to the farmers, who have at present no other place, except hired prop- erty, to which they have an uncontested right togo. The government has been severe upon the encroaching bay window, and has suffered nobody but the railroads to make illegal use of public property to the injury of the public. If,on the contrary, more money is coined than is required by the exigen- cies of business, prosperity may be retarded.
