But in the next breath he denies even to the best of American journals them eed of praise which he ungrudgingly ac- cords to one London paper, the Times, for presenting to its readers both sides of parliamentary and political debate with equal fuliness and perfect fairness. Ho even slaps the American press in the face by saying that the London Times’ reports of po- litical debates are incomparatly superior in every respect to the corresponding reports of any American journal. This is a sweep- ing statement It is doubtless true that the leading English newspapers pay great attention to political news and that some of them are very fair in their reports of political proceedings, but im any comparison between English and American newspapers reference should not be omitied to the immense superiority of the latter as gencral newsgath- erers inextent of Seld covered, in enterprise fu opening new fields, andin rapidity of collec tion and publication. Viewed merely as news- gatherers the American newspapers surpansany others in the world. Even in the political field, which is cultivated by some E pers at the expense of all other new our great dailies are probably in position to stand comparison with the Eugiish in fullness of political reports and there are a number, increasing every year, which strive to keep editorial tendencies from affecting the news columns, and to report with fairness, con- fining partisan distortion of facts to the editorial page. And there are some, like Srax, which endeavor to be fuir in all parts of ‘the paper. Among Washington daily publica- tions there is perhaps none except the Con- gressional Record to contend or to wish to contend with the London Ties in fullness of political reports at the expense of other local and world’s news, but Tux Stan does not admit that the Times or any other papet in the world surpasees it in the quality of fairness. Massachusetts politics may not be so im- portant to the republicans as Obio politics or to the democrats as New York polities, but somehow there is more life and as much un- certainty in the bay state campaign as in either of the other states. Itis due to the peculiar condition of New England political thought at the present time as well as to the strong in- dividuality of the democratic leader, perhaps more to the former than to the latter cause. If Gov. Russell were not, however, a man of great force the democratic prospect in that quarter would not bo so good asitis. New England looks and has always looked to Massa chusetts for leadershrp. Massachusetts keeps the closest watch over her own interests of any state of the Union. A sensitive and keenly emotional people on their intellectual side, the people of Massachusetts note in ad- vauee the signs of public change, both in New England and in the res: of tho Union, and when the time hes become rips for action they are never caught unready. It was so in conceiving and making possible independence; it was again true in the matter of protecting American industry, although her large importing inter- ests operated to restrain her fors time, and it was this fact which gave Pennsylvania the commanding position she has always held on this question; and in those great moral re- forms which have distinguished the ninctcenth century, abolition, the secret ballot and the like, Massachusetts has led the vanguard. The tendency of the state is to what is called tariff reform, or so much of it as admits of the free importation of such raw materiaisas her manu- factures require. The approaching election will hardly be decisive of her final attitude on this question, in whatever way it may go. 2 ‘Dom Pedro in exile shows the scholarly and studious mental tendency which, while it elevates him in esteem, makes it easy to under- stand why he did not display the quick, active spirit needful to keep the reins of government well in hand. His principal diversion in his exile now is ‘a continuation of his stady of He- brew poetry. A man could scarcely be ex- pected to devote himself to such profound literary study and at the same time keepa volatile South American people under bis con- trol. Nor was Dom Pedro eo greatly to be blamed if he found more to interest him in the poetry of the ancient Hebrews than he did in the manifestoes of the modern Brazilians, —_—-____ Mr. Thomas @. Hodgkins of Setaniet, New York, is a publie benefactor. More than that, he is such s public benefactor as appears only once im many years.
