Controller Matthews Proposes to Take the Matter Into Court. A letter was sent to the Commissioners of the District today by First Controller Matthews of the Treasury Department, suggesting that the question that has arisen in regard to the ownership of the direct tax fund be referred for decision to the Court of Claims. This has so far been un- answered by the Commissioners, but the eon- troller expects their reply in a day or two. His Proposition is for the District to enter suit against the United States for the re- covery of the money—about €50,000— and the issae «ill be on the question of whether the treasury should pay direct to the District or to the individual taxpayers.
