4 THE EVENING STAR WASHINGTON: ‘THURSDAY. October 22, 1891. (CROSEY 8. NOYES. THE EVENING STAR has a regular and permanent circulation in Washingten three Vimes larger than that ef any other paper im the city. As a local NEWS paper and Advertising Medium it bas no competitor. ‘The fact that 5,000 persons can be naturalized fn one week in one city, as was done last week by the New York superior corrt, under the sys tem in vogue in this republic is itself a con- ation of the system as practiced. It would be s condemnation of the law if tho law were defective so far as to admit of such wholesale and necessxrily vicious naturalization. But the Jaw is not defective to thisextent It probably stands in need of amendment in certain par- ticulars, but is fairly workable as it is. The trouble is in the administration of the law by the jadge, to whom large discretion is necessa- rily given. The law provides that the court shall be satixfied that the applicant has been a resident of tho country for five years and of the state for oue and “that during that time be has behaved as a man of good moral character, attached to the principles of the Constitution of the United States and well disposed to the good order aud happiness of the same.” This Janguage certainly contemplates investigation, ‘and yet what investigation is worth anything that admits 5,000 aliens to citizenship in cone week by the judge of one court? ‘This judge under the law is bound to examine and satisfy bimself that the intend- {ng citizen is a man of good moral character, who has fultilled the requirements of the law as to age, residence, &c. Nor does his serutiny stop at these obvious respects. He must in- terpret the law in ite strictness so as to exclude every applicant who is not sincerely attached to the principles of the United Stutes Constitu- tion. Can a man be sincerely attached to these principles if he does not understand what they a: nd how can he comprehend them if he cannot read the Constitution and all necessary explanations thereof in the lan- gaage of the country? There isa wide differ- ‘ence betweer the requirements for immigrants and those for citizens. Thus the immigrant need not know English when he arrives; he cannot understand the principles of the Con- stitution (and these include the whole theory of our government) without being able to read English. There can be no injustice in a re- quirement that enables the intending citizen to discharge the duties of citizenship. The Jaw is clear in its terms, but it is not executed. It should be executed for the benefit of the in- tending citizen as well as of the entire citizen- ship of the republic.
