TALKING OF ROME. METHODIST FEDERATION. A Report Which Provoked a Spirited Debate Im the Conference Toduy—Various Papers on the Subject of Komanism Keud at the Morn- ing Session. ‘The eighth day of he ecamenical conference began at 10 o'clock this morning with Rev. James Donnelly of Newry, Inginnd, Irish Meth- dist churcix, in the chair as presiding oflicer. The devotional exercises were conducted by Bev. RB. Crawford Jonson. ‘The subject assigned for the morning service today was “Remanism,” with an essay on “The Present Position of Romanism,” by Kev. M. T. United Methodist Free chureb, “Homanism as a Political Power,” by Rev. K.L. Fiske, D.D., M-E. church, and “Romanism as a Religious Power,” by Kev. Wm. Nicholas, M. A, D. D., Irish Methodist eburch. Dr. Byekman, one of the cccreiaries, read the tof the proceedings of yesterdny, wicks Seoretary Ring off the basiness coasnat tee reported a number of resolutions and mo- tions, one of which had reference to the ap- Ointment of the présiding officers for several sessions of tho conference to come. ‘The appointments were as follows: Ninth day, first session, Kev. F.W. Bourne, Bible Christian church; second session, Bishop W W. Duncan, M. FE. church south; third session: Kev. Wm. Morley, Australasian Methodist eburch. ‘Tenth day, first session, Rev. W. S. Griffith, Methodist church in Canada. Eleventh dav, firs: session, Wm. Marsden, Wesleyan Reform Union: second session, Bishop John F. Hurst, Methodist Episcopal church. ‘The announcement of the presiding officers brought that irvepressible member of parlia- mont, Hon. J. W. Parmer-Atkinson, to his fect to remark that it would be a mighty clever idea to appoint some laymen as chairmen. As for himself he would like to haveachance to knock ent a few American bishops, and if he couldn't do it from the chair he would be very likely to do it from the tloor of the house. When his attention was called to the fact that one such appointment had been made he asked what such a smali amount of leavencould do in such a mass of bread. PROPOSED METHODIST FEDERATION. Dr. Stephenson was then called upon to rep- resent the business committee, to speak on be- half of the resolutions embodied in its report calied forth in answer to a memorial on Mothodist federat The report, as lr. Ste- axon read it, was somewhat chan ce ts first appearance in the conference and read as follows: First. That the conference recognizes, with gratitude to God, the growing desire for closer | Union amongs: ‘the evangelical churches of | Christendom, aud especially ievont thankfuiness the extension amongst the various Netuod Second. The con may not be com different Metioc of the | concerted action upon many questions woul be greatly to the a of the king- dom of God. The ce woud sug- gest that such concerted action mi be possible and useful im the following great provinces of the liethouisé worid, viz: (a) Great Britain, including its affiliated con- ferences ani misdions; (b) the United States, ineluding its missions and mission conferences: (€) Anstralasic, with Polynesia and its other Inissions; (d) Canada, with its missions. —@ ‘Third. This conference, therefore, respect- fally requests the assembly to consider relies represented in this whether such concerted action be possible. and if so, by what means and | in what way, and directs the secretaries to Zor- ward a copy of this resolution to the se bishop or president of every conference repre sented here. & NOISY DEATE. The debate that ensued ou those resolutions was the liveliest and noisiest incident that has as yet marked if no: marred the dcliberations of the conference. It lasted for more than ROMANISM AS A POLITICAL POWER. Rev. R. L. Fiske, D. D., Methodist Episcopal ureh, of Albion, Mich., followed Mr. Myers ayaper on the subject of “Romanism asa | of the Catholic church asa said Dr. Fiske in the course isin adelress, “grows out of two facte: First, Ly the denial of the right of private by suppression of free thought, does siseience in the keeping of the indi- vidoal, but organically holds it in her own ate for themselves so that there may be lightened conscience, but to shut their i listen to Ler voige of authority. — Io- | necniam attempte to rule'the world by tight of | dictation to the individual, This sweeps pri- vate judgment out of the field of government and ensinves the conscience. So long aa the Catholic popuiation accepts with implicit faith instructions emanating from Rome in place of personal opiniors intelligently formed the power of the church is nearly absolute. “Second. Thie efficiency grows out of the extraordinary centralization of power in the temporal head of the church. - Eeclesiasticully the popo is the church. He does not share su- reme authority with any other individual. ‘adivided authority 1 despotism; divided re- JNO. C. DANCY. sponsibility is demoeratic in its tendeney. Noth- ing else on the face of the earth is so absolute as Romanism. The word pope contains it all. The entire priesthood is directly bound to him, but separated by celibacy and prerogative from the’common life of the mass of the people, yet reaching and controlling ull the interests of the Catholic public through an assumed divine commission at the confessional. “Along the priestly channels a papal act is speedily executed, and, if desired, in pro- fount secrecy. ‘Thus one will is’ omnipo- tent over more than 200,000,000 of hu- man beings and all these hearts beat under the impulse of an ambition as relentless as fate. Hence, with supreme ease and rexistless might Rome is able to handlepolitical forces. Does Komanism politically change for the At the center, no: at the circumfer- In 1870 the Vatican council voted the dogma of papal infaliibility and Pius IX proclsimed it to the world. Though thix dogma Was cantiously worded to embrace ‘matters of faith and morals,” the word morals may be made tocover all the relations of man #ith man and has been thus construed, hence embracing the whole ain of lation. This degree of infailibility fathers all the papal usurpations occurring in the lifetime of the church. Thus Listoricaily the papacy is one. The pope is us exger for temporal power as he ever was. He yshe ix a prisoner soleiy as a ground for need of a tempora! sovercignty. But the political vitality of Romanism is becoming depleted. In A erica certainly | there are resistless forces of disintegration at work. The church in her ti fers at every point of contact with our civiliza- tion. The energy and drift of thought are too much for her, for nothing can withstand the march of rational thought. To maintain her influence every ecelesias- tical Lody must confine her operations to spiritual affairs. Political rights are priestly they are mauhood rights. All the civil of a community belong to individuals as individuals. The time is drawing near when the world will understand this great truth that power does not grow out of office. It does not descend to the people, but it rises out of the nature and ‘interests of in- dividual human lives. The spirit of inde) endent manhood is taking possession of all these lands and the people will scorn eccles- tustical dictation. There are intelligent Lolics in this country, like Cardinal Gibbons Archbishop Ireland, who plainly see that if the church is to flourish and get the most out of the times as they sweep onward she ional life suf- and three-fourths of an hour and in its course Mr Farmer-Atkinson managed to get off one of his charactermtic addresees, but Le was cast in the shade by Kev. A. B. Leonard, who was to the chairman of the sess1on very much as Mr. Bynum was to Speaker liecd. Dr. Leonard took exception to a ruling of the chair. would not be downed “Mr. a “* shouted the New York vain attempt tobe recognized. He kept it up with such pertinacity that ther® were many cries for suspension. Rev. Hugh i’ice Hughes made an ent appeal for order, begging that in the deliberations of such a diguitied body no one man should so comport hiu.selt as to bring the conference into contempt. Dr. Leonard would not be repressed, uvtwithstand- ing the chair called him out of order and de- ¢ided that Dr. King had the floor. Dr. Leon- ard kept shouting to the chair in his demand for recognition the rest of the dele- gates kept shouting for the chair and for order. ‘There is no telling how this decidedly — breezy t to say disorderly incident wou!d have ended had not Dr. King got the chance to make limseit bear 1 long enough to move that the vote on the first section of the report be postyoned until to- morrow morning. First there were two votes by yeasand nays, but the cheir could not de- , and a standing voie was required ‘The motion was carried by « suuil majority sud Rev. M.T. Myers was introduced to de- liver an essay upon the subject “lhe Present Bomanism.”” Position of In the course of his paper Mr. Myers said that it was the boast of the church of Rome that she nover changes. The last speaker of the morning was Rev. Wm. Nicholas, M.A., D.D., who spoke upon “R gious Power.” He pre- Romanism as a FE | faced his address with the remark that in Rome there are good and truth. Rome he character- ized as a religious power, but a power in whose teachings, moral and intellectual, are many aad gross corruptions. He attacked the ritual of Rome as well as its sof papal infallibility of confession, the assumption of the virgin, the exaltation of tne power of the priest and’ the pope, whom the «peaker said he had heard an archbishop refer toas the representative on earth of the power of God in heaven. In the centuries of s history, Dr. Nicholas said, Rome had ac- complished much good, but on the whole her existence had resulted in much greater evil. The debate upon the resolutions during the business hour bad taken so much time that there was no time left for supplementary speeches at the conclusion of the regular pro- gram, and after Dr. Nicholas’ address was fin- ished the conference adjowrned with the dox- and the benediction, which was pro- nounced by Bishop Hurst. THE AFTERNOON SESSION. The subject of the afternoon session, which began at 2:30 o'clock, was “Temperance.” The essay was delivered by Rev. R. H. Mahon, D! D., of the M. E. church south. The uddresses were by Thomas Worthington esq., Independent iethodist and Free Gospel church; Rev. C. H. Phillips, D. D., Colored M. E. church in Amer- and Rev. 8. Antliif, D. D., of the Primitive Methodist church. The trustees of the American University issued invitations to the delegates to a re- ception given in their honor in the parlors of the Arlit.gton this evening. Owing tothe large number of delegates and the limited quarters ladies have not been invited. DISTRICT GOVERNMENT, COMMISSIONER ROSKELL SWORS IX. Secretary ‘Tindall went to Capt. Rossell's room this morning and administered to that officer the oath of office as Engineer Commis- siouer of the District. Immediately thereafter Rossell took possession of the front room adjoining the board room, which is used by the Exgincer Commissioner as au office.
