Edison's discovery of a new traction system for electric street car lines need not cause any ‘Uneasiness on the part of companies now lay- fag caple or experimonting with storage bat- tery. When the principie of action of the new plan for traction is known it can be seen whether it is worth while longer to tear up the strects ‘and inconvenience the public for the cable, o say nothing of spending immense sams on re- eying tracks and building power houses. The cable system is a vast improvement on th horse car. A stride of much importance is made in this city by the laying of cable lines im some of our principal thoroughfares, and whon any new system, whether by wires under the track or storage battery, is fully and suc- cessfully developed, there will be time to adopt the superior motor. The storage battery which supplies an individual source of power to each car and does not permit the stoppage of ail the cars of a system by some disarrangement of asingle cable or wire is the ideal motor of the future. Eng- land will not lose her Indian empire without the more serious loss of prestige as a great power of the world. poi eee ‘The proposition of the health office to have adepartment of inspection of dairy products with a practical chemist at its head is one that bas been put into practice with good resuits in other cities. The commonest articles of con- sumption, excepting only bread and water, are milk and butter. From the ease with which it is adulterated and the extent to which it is con- sumed by uncomplaiuing and defenseless chil- dren milk becomes the article of food which, more than any other, stands in need of inspec- tion. The proposition to organize a depart- ment of inspection for dairy products is one ‘that should be carried out, and one that when it is carried out should be rendered thorough im every respect. No real hindrance to an honest business should, however, characterize ‘the inspection. Indeed this would not long be tolerated. A plan to establish such a depart- ment should be most carefully considered be- fore adoption, but one should be adopted. +2 ‘The familiar anecdote of the farmer and his sons and the wheat cutting illustrates pretty ‘well the situation in the pension-pruning move- ment. So long as it was confined to the news- papers and political reformers it was not a serious thing for the interloping mother bird andher young. But when once the veteran himself and his household decide to apply the scythe to the crop of abuses the birds might well make up their minds to vacate the prem- ises. Dropping figure for fact, it is very clear ‘that the only effective reform of the methods for obtaining pensions must come from the large, honest and patriotic class benefited by Fight use of the nation’s gratitude. If in justice to themselves, in justice to the tax- payers, in justice to the fair fame of the country the veterans themselves resolve to see that a system of pensioning only the actual sol- diers of the republic is adopted, the reform will be accomplished. ——_+2—___. ‘The Ichang riot in China was worse than first reported, because it was not then known that soldiers were guilty of the outrages on the missionaries and other foreign residentsand that mandarins who were present did nothing to check the rioters. This adds a darker element to the affair which increases the dificulty of ‘the Chinese government in rendering satisfac- tion and affording guarantees for the future. If Chinese officials wink at and Chingse sol- diers commit intolerable outrages on foreigners residing in China, it is high time for the for- eign governments to demand and secure better Protection for their people there.
