NOYES... deer, ‘THE EVENING STAR has a requiar and permanent circulation in Washington three times larger than that of any ether paper im the city. As a loenl NEWS paper and Advertising Medium it bas ne competitor. SSE In the retiremont of Col. Robert from the beard of Commissioners the District loses an ‘earnest, conscientious and painstaking official, democratic in manners, faithfal in service. No higher tribute to his charactor and record could be given than is furnished by the fact that the fierce light that beats upon a District Commissioner disclosed to eritical and sus- picious e7es no other grounds of complaint in him than that he sometimes indiscreetly talked too freely and that he sometimes attached undue importance to trifles The present change of the Engineer Commissioner does not bring the customary shock and injury to Dis- trict interests. Col. Robert assumes duties more to bis taste, bis retirement bad been diseounted fm advance, and the appointment of Capt. Ros- bell as his successor saves the District from the danger which it runs ordinarily in every such change of getting as Commissioner agreenborn in municipal matters, too scornful of civilian affairs to learn, imposing upon the unhappy District both arrogance and ignorance, and playing the part of the destructive bullin the municipal china shop. As engineer assistant Capt. Rossell has succeeded in the difficult task of establishing « reputation for ability and courage at the same time that he has gained general popularity. The merit system of promotion was never more justiy ard advan- tageously applied than in this caso, and Tue Sra expects great things for the District from bis administration. ee Col. Robert recognized the existence of @ feeling among the people of Washington that the Commissioner selected from the army is given by law or custom too great power in the plan of iccal government, and both for the sake of the zeprtation of army officers and for the welfare of the District he was disposed to agree with those who ventured to inquire why the army should be called upon at all to perform pureiy municipal functions for which military training and experiencedo not furnish the slightest preparaticn. But Col. Robert's remedy for the situstion was the separation of the engincering department from the other branches of the municipal government and the placing of the former under the direct control of the Secretary of War, and in this proposition he departed widely from local public sentiment. For the most important functions of the local government are those which have been classed under the bead of the engineer department. The people of the city seek an enlargement of civilian control in District sffairs, and are not willing that questions concerning high- ways, streets, avenues erd alleys, bridges, railroads, telegraph and tele- phone lines, street lighting, _water- supply, sewers, surveys and the harbor front, which fall under the jurisdiction of the engi- neerirg department, but concerning which the civilian Commissioners have hitherto had some say, shall be placed under the exclusive control of the army, Such s move would be taken in precisely the wrong direction. When a change is made in the law, if the popniar wishes are considered, the ten- dency will be either to eliminate the engincer commissioner entirely, and to return to the civil board of commissioners with engineer as- sistant a8 provided in the act of 1874, or as a compromise toso change the law as to make the present engineer assistants of the army commissioner assistants of the board and to reduce the military commissioner inall respects to the footing of acivil commissioner. The placing of the engineer officer in the board of Commissiorers instead of retaining him in the position of assistant to the board bas had the advantage of giving a neutral in politics the balance of power between the republican and democratic civilians on the board, and has thus ssisted ina measure to benefit the District with » reasonably non-partisan gov- ernment. But the assignment to the military arm of the republic of predominance in a muni- cipal government is accompanied by numerous obvious dangers which have been discussed from time to time in this column. The evils of this plan of government are more or less per- ceptible to the public according as the army officer uses more or less discretion and shows more less ability im the performance of his duties The present change of military Commissioner could have been so made as to fan the public dissatisfaction with the present system into s condition of white beat, and to raise aclamor forachange that could not be disregarded. The wise appoint- ment of Capt. Rossell bas some tendency to postpone for atime the elimination of the army Commissioner. —— The campaigns throughout the country have been conducted with rare decency and de- corum. There has been no tendency to intro- dace personalities in the campaign, except where they were of the most complimentary nature. The references to the financial cosdi- tion of Governor Campbell have been generally deplored without referenee to whether or not the allegations were capable of being proved. At other times such a feature of a campaign would have been discussed thoroughly and without hesitation, as affecting the character and responsibility of a candidate, but the tendeney sow is to stick to the party isues and be guided by intelligent discussion of questions ‘of national importance. —— ‘The opinion seems to prevail that the present ecumenical council goes far toward securing ‘Unity among the Methodist churches. Would not more frequent sessions promote the cause im other respects ss well a3 unity? Lot the world council meet once in five years at Wash- imgton, or, if the favors must be dispensed more widely, every other time at London, the alter- mate session here. This would secure two eapitals, so to speak, of the great united state of Methodism throughout the world. a The arrest of ninety postal employes during the month of September for dishonesty is evi- dence of efficient detective service, and also of insufiieient compensation for respousible posi- tions.
