Ingalls groped in one of the dark corners of literature and brought tolighta beautiful and eloquently expressed sentiment from Massillon a great many people elosed their cars to the charge of plagiarism which was made and agreed with Mr. Ingalls ‘that bo was entitled to gratitude for having dis- covered and publicly displayed such «gem, von although proper credit had not been Biven the author. There were, indeed, numer- ous individuals who held that the accusation of cribbing had not been sustained and who insisted that by some mysterious mental pro- eens two minds—widely separated by time— had produced offspring that looked very much slike. Tho Massillon incident is now almost forgotten, but another and more marked ex- hibition of the occult process referred to will recall tho earlier exhibition and reopen a much vexed question. A day or two since there appeared, in several Rewspapers, an extraordinary production of some Jength and signed by theeminent Kansan. The article in question was on an interesting topic—“The Cabinet of the United State and hed the agriculturist from Atchison beon more intent on literature and less anxious as to his potato crop and the political possibilities to be found in constant association with a hoe he must have detected « striking resemblance be- tween his remarks on the cabinet and an array of factson the same subject which have for years been printed in the Congressional Di- Teotory. That he dii not de so was his mis- fortune, for there arc slauderers who will once more ery “plagiarism” and accuse the diet guished anther of that which is in literature “the unpardonable sin.” After a brief intro- ductory disquisition on the manner in which foreign ministries are born and disposed of the ex-Senator proceeds to give a consensus of the duties which by law and custom are attached to those officers who comprise the Presiden official family; aud this piece of descriptive work isa replica of the more important por- tions of the chapter on “Department Duties,” which commences on page 199 of the latest Srngressional Directory. Occasionally a re- dundant word is omitted and once in a while thers is something which would indicate that the thinkers of the two authors had temporarily separated; but, taken as a whole, the two publi- evtions are twins. That the ex-Senator should heve stolen his material can hardly be deemed possible. Had Mr. Ingalls drawn his information from the directory fount he would never have attached his signature to ths borrowed statement of facts; and if the composition was not original with him why did ho have it copyrighted? It is an extraor- dinary coincidence, worthy the attention of editors and psychological students. ———— ‘The October term of the Supreme Court of the United States which opens next Monday is one of the most important ever held in all the history of that great tribunal. In the first place the number of cases, 395, is the largest on docket at the beginning of a term. There has been a steady increase in the number of cases during many years. The organization of an intermediate court of appeals has not yet affected the volume of business before the Su- preme Conrt, it having been too recent to have had such effect as will almost certainly follow. The Bering sea Seyward case, the lot- tery cases, the grain eleyator case from New York, and the three cases involving the consti- tutionality of the tariff act are set for the 18th and 1%h instants, In the interesting legal con- tention over the last mentioneri issue the Mc- Kinley act is assailed on the ground that the bill never passed the House and Senate as it was signed by the President.
