Ay a leeal NEWS paper and Advertising Medium it has ne competitor. —--— ‘The revocation of the order prohibiting Street railways from laying cobblestone pave- ments between their rails and tracks on paved streets would be distinctly a backward step. ‘The order of the Commissioners of April, 1989, made the abolition of the cobblestone nuisance ® general rule and object of the local govern- ment, and caused al! temporary tolerations of the street disfigurement to rank as exceptions, requiring in each case a special ahowing of nn- Usual conditions to justify them. No exception to this rule would have the the effect of nulli- fying it so long as it was applied stringently te the prosperous roads of the District Bpon streets so paved that the cobblestone ridge was the notable obstruction. The revo- cation of the rule, instead of adjusting the re- quirement to the conditions of the individual eases, swoepingly removes the prohibition in favor of tne roads which have beer most tardy fm making require’ public improvements and have repaved the least up to date. In effect it seems to discriminate among the roads to the disadvantage of energy and quickness in com- plying with the public requirements and to pute premium upon delay and halting, reluct- ant obedience to the public mandate. The cobblestone ridge isa companion nuisance of the projecting rail and should disappear with it. Upon lines where electricity or cable is to displace the horse usa motive power the last feeble excuse for the cobblestones will soon be gone. For the smooth surface of the streets of the capital has been broken by projecting ridges of uneven cobblestones mainly on the plea thatthe scrambling car horse would be thereby farnished better foothold in slippery weather. With the car horse gone, and the projecting rail gone, the cobblestone, their congenial companion, should not linger super- Bucus. — -- ee One or two failures in business, how®er im- Portant to the place or places where they oc- eur, are not sufficient to disturb the equanim- ity of the general public. This is emphatically true of business failures in « year of more than average prosperity. Therefore the fortunes of the public are not affected, exeept, perhaps, infinitesimally, by the assignment of the great house of S. V. White & Co. of New York and Chicago, and no concern is felt for the future ‘of business in those cities. The lesson of that failure ix obvious: Buy only what you can pay for. Do not speculate. And it is not at all likely that any one will pay the slightest a! tention to the lesson.
