4 THE EVENING STAR. WASHINGTON: Washington larger than that of any other paper ic city. As a local NEWS paper and Advertising Medium i¢ has co competitor. Both beenuse of the important Scandinavian element in the origin of tho English race and the large influx into this country of Scandi- naviane the question of the independence of Norway as a republic is one of peculiar interest to intelligent Americ ‘The present liberal ministry, headed by Steen, kas been steadily gaining ground tince its accession. The by: elections to the storthing or parlinment bh gone, since the downfall of the Stang or con- servative cabinet, in favor of the liberals. The latter expect to have about forty majority ia he wew storthing, to be chosen im December. Not only go they count upon an extension of the suffrage; the more startling question arises of the diplomatic representation of Norway and the consequently increased influence of that country m foreign affairs, now managed chiefly by the Swedish cabinet of the king, who is more a Swedish than a Norwegian cover- eign. While the prospect is favorable to the Steen ministry there are powerful obstacles in the way of the adoption of the second proposi- tion. Many of the Norwegians would avoid an open rupture with Sweden, and they fear that this claim of greater autonomy, which if conceded would probably lead to th dissolution of the union between the two coun- tries, would not only never be conceded by Sweden, but if refused would result in war and im jeopardizing the present substantial inde- pendence and cheap and gccd government of the country. In the Swedish official cireles it is stated that King Oscar will not accept the ze- forms proposed and will instead reaurt to another dissolution of the storthing. action would increase the tension to the break- ing point, if present indications be not decep- tive. This same official circle at Stockholm is ready with its accusations against Steen and bis friends, involving them in plans for the eventual establishment of a republic if the storthing positions are rejected by the king, andan inspired organ in Sweden en- deavorsto excite in Norwsy a fear that net ouly the tranquility and prosperity of the two uations, buteven their very existence, would be menaced. This might mean a conquest by Germany, but probably refers to Russia. Den- taark is far less able than in the days of Gus- tavus Vasa, when she failed, to enforce » reuzion of Calmar. A Scandinavian federation of republics would be a way out of ail troubles and embarrassments. But against this, as dethroring his father-in- Jaw, the Dunish king, the czar would take up arms and England herself might feel like becoming his ally, strange as it might appear, on other than dynastic grounds. It is! Probable, therefore, that the republican | Movement, beginning in Norway, will be ‘will be moulded more by the results of 7 je soon to take place in Enrope than by her own actions. King Oscar is of French descent and he strongly zympathizes with France as against Germany. On the other ‘Ahand Sweden hates and fears Eussia, and the dreibund will doubtiess hold cut the promise of arecovery of Finland in the event of Swe- den’s active co-operation to defeat the Franco- ‘Russian coalition. If Oscar sides with the drei- bund and Russia and France are beaten the dominating powers of Europe will doubtless not only guarantee Oscar his present territory, ineluding Norway, but enlarge it at Russia's This | |Sreciat Sue Or Howznr, The Pxlais Royai Spcriat Sales have a reputation hat fuakes invitation profitabie. IF they faile in washing or discolor the eloth- expense. If events should takea different turn it is difiieult to forecast what would become of Norway. In the great modern rearrangements of the map of Europe Norway has not been consulted hitherto, and probably will not be on ‘this occasion. The people of the Scandinavian ‘peninsula are the best fitted of any in Europe for republican independence, except, of course, the English, whose government is already re- publican in substance, and Americans will sym- Pathize with the Norwegian aspirations. But ‘there are many obstacles in the way of the speedy establishment of the Norwegian repub- lic, and the tens of thousands who cross the Ocean and make homies in our northwestern country take the short and quick way to re- publican independence. — + Hannegan as well as Hains would have been alive today but for the pernicious pistol-carry- ing habit. The trifling quarrel between the two men would not necessarily have brought about a phssical collision, and almost certainly ‘there would have been no fatal results if na- ture’s weapons and the heavy and unwieldy oars had been the sole weapons. A man armed With a revolver who is intoxicated, reckless or quick to apprekend personal injury from un- friendly demonstrations is more dangerous ‘than a wild beast loose in the city streets, whose attacks can be foreseen. Hains’ pistol, whose possession caused him to kill his friend unneces- sarily in point of fact, whatever his fears, should be to him an abhorred thing, even though by grace of the jury he has escaped all Punishment save that which in regretful mem- @ries be must inflict upon himself. +2 Among the sordid But perfectly natural cal- culations based or the prospect of a general Enropean war is one that gives American ship building a chance. When the conilict bas en- listed the full energies of the people over there the industries of peace will necessarily Ian- Buish. Then will come the Americaa opporta- nity. While the docks and workshops are filled with war ships and implements of warfare the Private builders of the United States will have to supply the vewels required in the carrying | trade, the merchantmen of the world. They ‘Will also be called on to assist in the manufact- ‘re of war materials, including torpedoes, guns and even cruisers. All this is as speculative as anything touching the “war cloud” has Been these ten or twelve years, or since the last Russo-Turkish war. Yet thore are rather more signs of the coming conflict and they are somewhat more alarming than they bave been. ——+____ The Massachusetts republicans, who meet in tng or skin the purchase money promptly and po- litely refunded, THE PALAIS ROYAL.
