The petitioner states further that on December MH, 1589, the President remitted the sentence, and thereupon, ¢ither beeause the sentence ‘was originally without force as to retention of number or be- cause its force was annulled by the pardon, petitioner was entitled to renk as if such sent- ence had never been rendered. He states that he had made on January 2 last and at other times application to the Secretary for the cor- rection of the errors and has been refused. ON THE AMERICA, Gen. Boynton’s Sail In a Storm on the Fa- mous Old Yacht. “Did you know that the old yacht America— the racer that surprised the seafaring world by carrying the stars and stripes around the Isle of Wight in advance of the best British boate— | was still in existence?” The questioner was Gen. H. V. Boynton, who has just reterned from a holiday in New England. “She is not only afloat, but she isalso in the most satisfactory con- dition. Gen. Ben. Butler owns her and with him I enjoyed two days of sailing on her. It was anovel and pleasing experience, for I had never before been on a vessel of that class. ‘The old yacht looks new in almost every re- spect—-her fittings are modern and beautiful— and she is no less rapid than she was in those days when she surprised English boat builders. Seaworthy? Of course she is! The Record for Sustained Speed Beaten by the New York Central, A wonderful feat of railroading was accom- plished on Monday by the New York Central road—a feat that eclipses everything else ever accomplished in the line of rapid traveling. ‘The record for long-distance running was not only broken, but left way out of sight. It has becn demonstrated that a train cun not only make sixty miles an hour, but can keep it ap for 440 miles. 1 ‘The train that arrived at East Buffalo Mon- | day afternoon at 2:50:54 o'clock left the Grand | Central depot, New York, Monday morning at 7:20 o'clock. It made the run, including three stops, in 440 minutes, the distance being 436/¢ miles. The stops were made at Albany, Syra- Syracuse and Albany stops were three and a half minutes each and the Fairport stop soven minutes. Deducting for the time thus lost, the actual rnnn: e was 426 minutes. ‘The train consisted of three heavy passenger cary, drawn by the company's new staadard passenger locomotives built at Schenectady. | The weight of the train was 180 tons or about that of the Chicago limited. It was 55.4 miles an hour for 500 miles three eats ago. \ << | ALMOST BEYOND BELIEF. | Horrible Murder of an English Lad by His ‘Two Companions. | ‘The details of a horrible mardor committed | by two boys, both of them about cight years of Lage, have just come to light in Liverpool. England. Two lads named Crawford and | Shearon were urrested there yesterday charged | with murdering one of their comrades, a boy also about cight years of age. Upor being \tcken to the police station Crawford and | Shearon confewed to the crime. ‘They said they wanted to steal the clothes of the mur- dered boy and so pushed him into the water, intending to drown him. When the little fel- low managed to scramble out Crawford and Shearon pushed him in again, and then Craw- ford went down on his knees and, kneeling on the drowning boy's head, held him down under | water until he finally ceased struggling. ‘The | two young murderers then watched the dead boy for a considerable length of time to see it he stirred, and then they stripped the body of the clothes, ried them and afterward obtained some money upon them at a pawn shop. ‘This identification and oventual arre ati i the TIMING A CANNON BALL How This Nice Work is Conducted at the Sandy Hook Proving Grounds. Capt. Heath has been burning alot of powder this summer in the big guns at the United States proving ground at Sandy Hook, says the New York Sun, and to people who don't know a big gun from a mortar the most interesting part of these tests has been the method by which the initial velocity of the projectiles has been determined. The difficulty of such a calculation is indicated by the fact that | with our modern high-power guns the shot is | often expelled atan initial velocity 0: 2,000 feet per second, which is at the rato of a mile in lees than three seconds. Accurate knowl- edge of the velocity of s projectile is of the greatest importance t> the ordnance office: who has to predict the range of the shot acd its penetration and to determine the accuracy and efficiency of the gun, of the powder and of the projectile itself. Capt. Heath finds fault with powder that gives an initial velocity of 1,865 feet per sec- ond to the 1,000-pound projectile of the new 12-inch rifle at Sandy Hook, when_ its velocity should be 1,975 feet per second. ‘This is a dif- ference of ouly 110 feet, and the instrument that records it must be capable of measuring the time interval to within the five-thousaudth part of a second. A difference of two or thiee hundred feet in velocity means in the big guns an important difference in the powder used in the tests. At I Hook a delicate electrical appliance called the Boulanger chronograph measures this velocity accurately and records itsown measurements. This is the way it does it: tn testing the large guns at these proving grounds two open frames are set up in frout of the guns at a distance of -150 fect from each other. Wires are stretched back and forth across each of these frames, making # screen through which the projectile must pass. The wires in each of these screens form a complete the the i cet Ww | mi | is fired the projectile breaks the wire in the first screen, interrupts the circuit and at the same time the armature of the magnet is re- leasea. In a very small fraction of a second the projectile bas covered the distance to the second screen and interrupted its circuit, re- leasing another armature. ‘The interval of time between the drop of these two armatures represents the time taken by the projectile to travel 150 feet. ‘This period is so short that it is hardly con- coivable. ‘Ihe chronograph, however, regisiers itaceurately. Wires run from each of these screens to the laboratory near them, where are placed the chronographs, batteries, switchboard and other apparatus. The two electro-magnet in cireuit with the screens are embodied in the | chronograph. The firet magnet has as an arm- ture ai irou rod about three fect long, which is suspeaded in a vertical position fom its core. When the wires of the first screen are broken | | this iron rod falls. When the shot ruptures the | wire of the second screen the armature of the | second electro-maguet, which is placed a short | distance below the firet, is alsorelensed. It op- erates as u kuife, and, striking the side of the falling rod, makes a wlight mark. The distance through which the rod drops while the shot is passing from oue sereen to the other is indi- cated by the distance of the cut from the end of the rod. From. this the corresponding in- terval of time is easily computed and this form tue unit for the caletlation of the projectile’s velocity in feet per second. When it is neces- sary to obtain very accurate records several chrouographs may be used for testing the same ot. Of course the rate of @ projectile's velocity diminishes rapidly during its flight from the gun, aud the calculations of the initial velocit; 1aust be confined to a short portion of its org immediately after it leaves the gun. — In- stantaueous photographs are obtained of the projectile as it strikes the target.
