THE EVENING STAR. W ASHI GTON: WEDNESDAY . THA EVENING STAR has a regular and permanent circulation in Washington three times laeger than that of any other paper As a local NEWS paper and Advertising Medium it has no competitor. —aEaEaEaEayaoaoaEeeeyx——ee—exyy ‘The summer has been minus summer features ‘for the most part, and now that the fail has set inearly the people at the resorts are trooping home. The result, in some places, between the small anmber entertained anc the shortness of ‘the season, is that§some of the hotels at well- Luown watering places are closing at consider- abio lows to proprietors, while other proprietora are Utterly bankrapt. This is by no means the generally. The New York Sux calls atten- tion te a fact which has struck other observers as one of the signs of the times. It is the in- creasing number of seaside resorts, which Tur Sram suggests is measureably 8 means of ac~ counting for the diminution of visitors at a few ©f the older ones. But the Sun is prob- at right in claiming that the vis- itore at the greater number of these Places are more and more numerous, while the wealthier class are more and more in- clined to separate themselves from the mass entertained at the hotels, and to flock by them- selves in cottages and other residences. This segregation of the rich enhances the value of Duilding sites commanding a fine view of the ecean. It cannot be long before nobody but a wealthy man can buy a building lot by the sad sea waves and improve it suitably. In fact, it has almost come to that now. ‘This may have the effect of Singing down hotel prices and ac- commodations, for the very rich owning their own residences, the hotels will cater altogether to the so-called middle class and the richer men of moderate resources who will not desire #0 much lusary or be willing to pay for it in epy event. ——— The Secretary of the Treasury extends the time-limit for the presentation of the 44 per cent bonds for extension at 2 per cent. Some of these outstanding bonds will be extended at the proposed rate, while others will be paid out of available fuads if presented. The probabili- ties are that of the $27,500,000 outstanding the treasury will not be called upon to pay any smount that will embarrass the government. ——— ‘The bruige accident and the collision do not by any means supplant the grade-crcssing acci- dent. Unfortunately for the long-suffering public the grade-crossing is always with us and {ts feast of horrors never adjourned. A farmer at Chardon, Ohio, who was carrying his daugh- ter to school, was run over in his carriage by the express train and both were killed. The cost of the grade crossing in human lives is frightful, and the only wonder is that public sentiment bas not compelled the railroads everywhere, as it bas in some places, to abolish the death-traps. —— From clearing away the debris of a wrecked building up to erecting » monument to the Seading Union hero of cur times, New York's Step is slow and uncertain. Judging from the one of her newspapers she is disgusted with herself, as she certainly has cause to be in the Park place matter. Anew New York with a little uncommerecial public spirit is what is ‘wanted between the North and East rivers. ————— The Austrian empire, which is the most con- glomerate thing in Europe and the least likely to endure, if monarchy in the more enlight- ened states be excepted, is having some more trouble with the rising spirit of independence. ‘The governmentis doing all it can to discounte- nance the young Czech movement in Bohemia, but has also to deal with discontent in Croatia and the existence of a party in Hungary favor- ing independence. Hungary is now one gf the Most favored parts of the ill-jointed empire, and the fact that with all the real power pos- eased by the Magyars they are still anxious for & separate existence, argues the coming of a day when it will be no longer possible for the Haps- burgs to rule over the land of the Huns. Once ‘the dismemberment begins it will go on until not much, if anything at ail, is left of the Aus- Sran dominier. 2 Secretary Foster will mee! the New York favkers tomorrow. He isin a position to do ‘the listening, and the circumstances make it ineumbent on the New York financial gentle- men to do the talking. There is certainly noth- ing especially undignified for the government dm such an attitude. + Mr. Porter says that the exact population of the United States is 62,622,250, but there will Linger that suspicion that some of us got away. te What is the matter with European royalty? ‘The Ewpress of Austria is said to be insane, the Queen of Roumania dying and the Princ: of Montenegro suffering from sn incurable throat disease —+2___ A quinixe factory is to be in active operation for the world's fair, and the Chicago papersare ‘lready rising to combat the inference. oe Proctor Knott's famous Dulath speech could not be adapted to fit tue Rock Creek Park emergencies. ‘The securing by Russia of the right to take her war transports through the Dardanelles Would seem to have been without the knowl- age of the great powers, except possibly France. The German and English press are Bauch exercised over the matter, at any rate, and Berlin is almost as greatly stirred up as London. England is expected to take the initiative. The Kusians are apt at diplomacy sud would appear to be getting even with Eng- Jand for occupying Eypt so long without giv- ing Kassia any compensating advantage. ——— = If Mr. Livingston, president of the Georgia State alliance, has been talking as he is quoted he is talking a great deal of nonsense and a Sreat deal of apparently libelous matter, too. Several mouths ago the New York Voice re- Ported Mr. Livingston as having stated views to the following effect before a committee of the Cincinnati third party convention: “We ean buy the negro vote whenever we want it. ‘We buy a negro preacher for fifty cents and he brings iz fifty votes that he gets for nothing.’ So far Mr. Livingston, whose name has been mentioned as that of «possible candidate for the Speakership of the Fifty-secoud Congress, and ‘Who w a shining light inalliance politics, has not ied the language attributed to bim by the ——- + + North Dakota hasn t beena state very long, but she comes right to the frout with fifty million bushels of wheat, not to mention all the mod- ru improvements in divorce proceedings — Balmsceda cables a friend in Europe that be Ys coming. but neglects to state what he has Soue with Mr. Egan oo Poor Gold Dust! No wonder the elephant Decame anraly. It was doubtiess a fit of jeal- ous rage over the gold dust competition in the Tivek creck appraisement. SS Gov. Campbell's iliness is deeply to be re- gretted, not only on account of the governor, Dat on account of the interesting questions which are pending im the Ohio campaign. ae it is too bad that the geological gentlemen's other engagements compelled them to forsake the glittering mineral treasures of Rock Creek Pork. — +++ —__- ‘The Guatemalan newspapers have been erit- {eising Uncle Sam in a way that shows the little republic is not ouly quarrelsome but imperti- en Lieut.
