As a local NEWS paper and Advertising Medium it has no competitor, = ———— ‘The report of Lieutenant Commander Clover of the United States Hydrographic Oifice on a ‘eniform system for epeliing foreign geographic dates, gues far toward solving the difficulties operating to prevent the adoption of some one method of settling the vexed question. This dafticulty has long been recognized by foreign governments and the hydrographic offices of Great Britain, France and Germany bave care- fully considered the matter, each initiating stops in their respective countries. The first named p ulgated in 1885 the Admiralty sys- tem, winch was adopted by the departments of the British government aud by the Royal Geo- graphical Society. The Freneit followed im 1386 sud the Germans in 153d. A board te consider aud report rules was appointed by the United States bydrographer of that time, Captain Pick- ering, and organized in April, 1890. ‘The board received executive legitimation September 4 of ‘that year, and as constituted by President Har- Fison s order comprised ten persons, including Prof. Mendenhall of the Coust and Geodetie Survey, eli eutenant Commander Clover. Department oflicers were instructed to furnish such assistance as might be proper tocarty ou the board. The general principles adopted for guidance are modifications or ex- plauations apparently of two principal com- mon sense rules 1. That within the United States that spelling and pronunciation should | be adopted which is sanctioned by local usage. 2. That in countries using Roman characters that form should be adopted which is used by the country having jurisdiction, except when there are English equivalents already fixed by usage. The hydrographer's report is very full of special information concerning goographie names and the rules of uniformity employed | im dutermining them in different coun + The touchy reiations that have existed be- tween France and Germany ever since the Franco-Prussian war have become in the last few days, on account of the evidence of Russian sympathy with France, more strained than before. The French national trait of sensitive- ness is now exercised on the frontier in the arrest of persons, it is said, who have pass- porta, the French guards divisining to ex- amine them. This, if true. skows that the| people of France have about made up their minds to again try couclusions with Germany on the field of battle, for they cannot suppose | that repeated insults would go unavenged by | the Germans.
