The feverish spurt in wheat prices on Satur- day was kopt up yesterday with aggravations, followed by a reaction probably due to intima- tions from abroad that infinenced the operators to hold their hand. The reports of famise in Rassia and general shortness in the Enropeen markets have produced their natural effect on the American market. Prices have tended up- ward with fluctuations, and these fluctuations may be regarded as likely to continue #0 long ae the uncertainty lasts in Europe as to the amount of the deficit. The estimates as yet are very varying, some of them placing the deficit considerably below the apparently well-based estimates printed in Tue Sran. Whatever the outcome of the flurry in the grain market, one fact seems to be admitted all around—that full benedit of the rise will go to those farm- the movement to hold crops for a still grenter rise is likely to be effectual all over the country ought not to be assumed in the face of general knowledge in such things. The farmer fs seldom able to hold his crop for a long period. He requires stores of supplies and the tse of ready money for various purposes, in- eluding the payment of bis laborers. If the average farmer bad by him a sum large enough for these current necessary expenditures he would be measurably master of the situation. But he is to consider these facts: The exact quantity of other cereuls required in the rye- consuming countries to replace the rye deficit cannot be accurately ascertained for « long for that is the stnff life is made of.—Franklin. The presumption of some calculators has beon that wheat would take the place of the lacking grain, but the peasants of northern, eastern and central Europe are little accus- tomed to wheat and could not stand the in- creased price. They may replace rye to a large extent by potatoes, and to a less extent by maize. Americans can supply the latter in large quantities, but it may not be desired. ‘The final determination of the German gov- ernment not to reduce the import duty on grain ‘will affect the situation temporaril; ———— Commissioner Roosevelt's views in the mat- ter of the Baltimore primaries are worthy the man and the government. They lay bare the whole ugly spoils system with which the com- missioners of the civil service have to deal more intimately and widely than any other offi- ciala. In the treatment of the subject Com- missioner Roosevelt divests himself, as a good officer ought to do, of all party preju- dice. The evils exposed antedated his own ad- ministration of the office of commissioner, and have existed under democrats as well as repub- licans. They inhere to the system itself and are not chargeable to any one party more than to another. A republican, the commissioner finds a state of facts among republican office holders inconsistent with the due administration of the Jaw and be reports it without fear or favor. Sueb things have existed when democrats held the offices. They ought always to be denounced and remedies applied under the rule of whatever party. Boss rule and the system of spoils that attaches to it have long existed in Maryland and other states. The only adequate remedy is for the publie conscience to be so radically aroused as to co-operate with the Civil Service Commis- sion in it efforts to extirpate the evils. In a concurrence of local sentiment with govern- ment’s action, isthe true hope and the real remedy. The spoils sentiment is strong among spoilsmen of both parties. The people of the two parties are interested only in good govern- ment, and this makes them favor reforms that have been instituted. But populer feeling is sometimes deadened by the cries of interested and self-styled leaders. There are reasons, however, for believing the leaven of reform is working in Maryland. = eee Few things are more inspiring in their way than o well-rowed regatta. The public are heartily enlisted in such contests of skill, strength and experience. The rivers of no Jand are better suited for these splendia rival- ries than those of the United States: and no American river offers superior if equal advan- tages to the broad and beautifal Potomac, with its fine stretch of water, its magnificent hills in ‘the distance and the noble dome of the nation’s capital and the greatest monument of the world piereing the ether from amid the buildings, public and private, of the most renowned city of the western hemisphere. In deciding to sustain the present Senators for renomination Mississippi also decides against the alliance subtreasury plan. The fight bas been waged chiefly by Senator George, who has differed from the alliance on the sub- treasury matter. If Senator Walthall will nc- cept a re-election, which he scid some time ago he did not want, there will be a majority for the two Senators in the counties that have already chosen members of the legislature; the legisla- ture to be elected this fall electing both United States Sexators. The contest in Mississippi has Deen a severe one and waged strictly within the democratic party. The advocates of the sub- treasury have been vanquished because they insisted on precipitating the issue in the face of warnings that the people were not favorable to tbe warehouse plank of the alliance platform. Russia's journalistic officials have been pretty well oceupied in explaining to such of the gap- ing populace as are interested in her relations with France the distinction between an entente and an alliance. ‘The ides as wrenched froman entanglement of consonants and boiled down seems to be that an entente is an alliance that is not yet ripe. ‘The gathering of socialists at Brussels have ‘very judiciously done all in their power to keep themselves distinct from any ideas of anarchy. It isan interesting assemblage, and some liter- ature of importance should emanate from it Whatever may be their practical statas, the ad- ‘voeates of socialism in ite true form have much to recommend that is interesting and not a lit te that is desirabie. ‘The Kareas Alliance in its efforts to have Judges elected who will disregard the rights of mortgage holders exhibits a degree of ambition ‘that is astounding. The idea of fiat money has Jong been regarded by many people as the cul- minating fancy of the dreamer's brain, but this scheme of simply deciaring one’s self out of debt excels it by far, both in originality of con- ception and efficacious simplicity. oo —__ ‘The disposition to delve into the past that has become so prominent of late is absorbing ® great deal of attention, and for the most part to very little purpose. When the mem- ory of 2 public man is to be relieved from an ‘undeserved taint all the disclosure that can be made is desirable; but where the only purpose fe notoriety, seeking display, or mere love of scandal, the sensational writer accomplishes ‘worse than nothing. There is enough that is of prosent signidicance to command the entire attention of the reading public. —-——o+2___—_ The declaration of the speculators that the Fecent advance in wheat will acerue to the benefit of the farmers is encouraging. It is to be hoped that the; are uot too busy with poli- tics to tuke advantage of the tarm in their favor. —_+=____ ‘The Geramn army has been compelled to take wheat bread as rations. It might yet be Fedaced to pie. +2 ‘Dy.
