Peterson of New York, chairman: W. Howard Gibson of this city, secretary; Harry McMillan of Philadel- hia, Charles Catlin of Chicago and M. A. Mul- lin of Newark. This commitiee has entire charge of all matters that affect the interes of the national association, such as the selec- tion of the officials of the rogatta, the general arrangements for the events, the arrangement of the order of races, the location of crews and contestants, the placing of the fixtures of the course and the adoption of the general rules governing the event. ‘There are standard rules, of course, that are always followed, but there are sometimes special regulations neces- sary in view of emerzencies that may arise and tole on account of peculiar formations in 1e Course. LOCAL EXECUTIVE COMMITTEE. The national cormittee is assisted in this work by alocal executive coumittee, which does the hard work of arranging for the r gatta, the provision of accommodations for the crews and their boats, the establishment of sys- tems as to practice and training. the laving out NATIONAL REGATTA. Washington does not have racing on its river often enough toallow suchan to opportunity pass by for making a record for hospitality and good fellowship. a record that can be utilized in after years when it may be | desirable to have the oarsmen here again. | ‘THE NATIONAL, ASSOCIATION. | The entry lists contain some well-known names, and the races are looked forward to witha grest deal of interest by those who h acquaintunce with amateur aquatics. National Association of Amateur Oarsmen is founded on strictly amateur principles and it has bad many a fight for their maintenance. Its growth and development have been due in & great measure to the persistence with which its rolls have been parged of professionals as fast as their presence was discovered, and it hos passed through many a hard fight for the preservation of its fundainental principles. THE EIGHT-OARED RACE. Asin every regatta, the main interest centers in the race of the eight-oared shells, a race that 1s always beautiful, and usually close and excit- ing. ‘There is that about a boat race that ren- rs it wofully tamo unless it is very close, and the chances for even work are greater in the eight-oared race than in any otuer. ‘there are but four crews entered, and it is probable that they will all pull over the course Wednes- day afternoon. There is a great deal of rivalry between tie Atalantaand New York crews, and there is sure to be @ hot finish. even if the Washington men, the crew of the Columbia Ciud, are not in it. ‘Trainer Courtney has had these men under his care for some weeks, and he thinks that they are in pretty good condi- tion, but, cautious man that he is, he makes no promises that they will win the race. There are those, of course, who have strong faith in them as ‘winners, but the majority of the shouters will probably lend their sympathies and lungs in bebelf of the Atalanta crew, which fsmoce likely tobe in the race at the last juarter, if training and past races go for any- ing, than any of the others. SENIOR SCULLS. ‘The quarter-mile dash for senior sculis is a novelty that is to be introduced this year for the first time. It will probably be rowed on the last day, and may be over ® course some- what different from that of the regular races. The matter will be settled Monday. It is hoped that it will be possible te so arrange a course that it cam be rowed off in one beat, and in such an event it will be one of the prettiest sights of the regatta. It is thought to be very nearly per- feet for the purposes of the oarsmen and al- most as much so for the convenicace of the ctators. ‘The water is deep enough to allow boats to be pushed at top speed without fear of drag from the bottom, and aithough it fs possible for the river cratt to get inte the course und interfere, if any are of that disposi- tion, yet it is expected that with the excellent arrangements that have been made for policing the course there will be little dificulty from this source. THE RACES. j All of the races but one will be for the regu- | lation distance of one and one-half miles. The start will be from point about half «mile north of the west end of Long bridge, wellover toward the Virginia shore, and the finish about fn the muddle of the narrow stretch of river ‘opposite the house of the Analostan Club. It was over this course that O'Connor and Teemer rowed their race three years ago, and Hanian and Courtney used abont the same water at their exhibition longer ago than that. It is robably the best course on the river, free from Rimeuls currents, with plenty of water and as straight ase die. There is enough straight ‘ter beyond the finish to permit rews to rush on as far as they want in resting from ‘their last spurt, and it will not be necessary for them to exert themseives to pull up after the faves in order to avoid collisions, as is the case iu very many places. The Canadian senate railway committee met last night in Ottews, and startling evidence was brought forth in connection with the Baie des Chaloure railway scandal. Contractor C. N. Armstrong. who had pre- viously refused to answer certain questions, made aclean breast of it. He said {hat when the effort to reorganize the company failed he set about organizing a new syndicate, as he had heavy claims against the road. In New York he held lengthy conference with Premier Mercier and other members of the Quebec pro- Vincial government, In order to complete the deal he bad got Eornest Pacaud editor of L’Electeur, the Quebec government organ, to act as agent between himself and the Quebec government. An arrangement was made by which the government paid him in subsidies 175,000. The witness, ‘realizing that “half'a loaf is better than none,” as he expressed it, Pacaud $100,000. His own share was on! 75,000. ‘This statement created asensation, Witness said Pacaud, when the deal was on, complained at the delay of the Quebec government ‘- ing the money.
