One of the most useful and beneficial institu- tions in the District of Columbia is the Reform chook. Mr. A. J. Falls, the presidentof the board of trustees, has submitted to the Commissioners of the District, estimates of expenses of this in- stitution for the coming fiseal year, and it is hoped that the estimates thus submitted will be favorably reported to Congress and the amount asked for promptly appropriated. The school was organized over twenty years ago, and those who have watched its progress from a handfal of boys supported by private contributions to the present time, when it bas grown to its present proportions and great ‘usefulness, readily see the great importance of liberal appropriations. The school is now crowded far beyond its capacity, and the prosident of the board. under the laws of Con- grees, has been compelied to notify the courts, both police and criminal, that no more boys ean be received. Although both of the judges of the Police court have repeatedly urged the president of the school to receive other boys, be has, much to his regret, been unable to do so. This state of affairs should not ex- ist. Now, instead of boys being sent to the school, where they would be kindly treated, cared for, fed, clothed, educated, taught « useful trade, and turned out into the world with capacity for earning a living for themselves, and becoming useful citizens, they ure relegated to either the work- house or jail, under short terms of sentenco. Its hardly necessary to say that such plices are not suited to that end. There, associated With the most depraved class of eriminals, a abort stay at either of these places hardens and demoralizes them, and when discharged they go out with a brand upon them rarely if ever effaced, and instead of being elevated and be- coming men, they continue on the downward grade until they are lost to themselves and society.
