For a thorough bracing and limber- ing up the muscles and asa general toning-up tonic for the system, this drill, or rather, as it should be called (for the benefit of the unini- tieted), gymnastic exercise, is confidently rec- ommended to the attention of the readers of ‘Tne Stax. ‘The guard detail today was as fine a looking body of men ss ever assembled on a parade groand. The guard mount was satisfactorily accomplished with that ateention to every de- tail which so strongly characterizes Adjutant McDowell in the per. formance of his military duties. The officer of the day was Capt. B. 1. Welker of company A, whose brilliant red sash. artistically arranged over the right shoulder and looped on the left bip, dazzled the eyes of all beholders and caused the handsome but mod- ADIVTANT 3 poweLI. est captain to blush with painful earnestness every time o glance from bright and brimming eyes was bestowed upon him. The senior and junior officers of the guard were, respectively, First Lieut. Leckie of company B, fourth battalion, and Second Lieut. Richard W. Moore of company &, sixth battalion. THE OFFICERS OF THE GUARD. Lieat. Leckio was born in Lynchburg, Va, on April 28, 1862. He was educated in that city in the public schools and graduated from the Lynehburg High School in June, 1879, standing second in class of thirty-seven. He was chosen by his class to deliver the salutatory and sequited himself upon the occasion wi great success, receiving the plaudits and con- ratalations of his friends and associates. After fecving school be gave his attention to the science of bookkeeping in all its brarches, be- coming well known asa teacher of the art, at he remained | | tered the law office of Hon. Jobn W. Daniel as elers, which position he retained until March, 1886, during s portion of the time acting also ae private secretars to his employer when the latter became a United States Senator from Virginia. Since March, 1556, he has held a tersection of C street by Indiana avenue between Ist and New Jersey avenue north shows that square 631, as de- scribed, is bounded on the south by C street north 255 feet and 8 inches, and on the southwest by an avenue 75 fect, and that Square 633 is bounded on the north by an avenue 375 feet. From this, he ears, it will be seen that € street can only exist between these Squares from # point 75 feet from the east side of ist street along the south side of square 631, 235 feet 8 inches to New Jersey avenue, the same termiating 79 feet east of ist street in an acute triangle. He says further if the plan of laying one track where the sidewalk i now located is followed it will be right on the building line of © street when it reaches the western line of New Jersey avenue. THE COMMISSIONERS’ AUTHORITY QUESTIONED. He questions the authority of the Commis- sioners to permit the removal of either of the tracks of said company from their present loca- tion and says he does not think they have any such authority. He cites the act of Cougress pproved March 2, 1889, authorizing any street railway to use underground cables on any por- tion of its roadway, &c. Mr. Lester says he does not understand’ how authority to take up one kind of raj) and lay another kind on the same roadway or roadbed can be construed into authority to remove the road@ay or road- bed to another place, and the language of this Jaw is so clear and explicit that he fails to dis- cover even,the shadow of a doubt to doit. He says, substantially, that in th face of the law it is proposed to destroy over a dozen of the finest trees in the city, take up the curb for over 350 feet and remove and relay a side- walk along an improved street in order to give & sizoat car company terminal facilities in the public streets, and that he finds nothing in the appropriation bill for the present fiscal year permitting an expenditure of public funds for the purpose of tearing up the street and re- modeling it to suit the streetcar company. He says he presents these factx and suggests that the citizens of the District should not, in view of the facts there contained, be compelled to resort to the courts to muintain their rights. ‘The letter has been referred to the engineer department for their perusal. — THE GARBAGE SERVICE. Deputy Health Otticer Bayly Says Some- thing is Wrong. “A great number of complaints are being made about the garbage service,” remarked Deputy Health Officer Reyly to a Stax reporter this morning. “The number of complaints has about trebled during the past week. There is clerkship in the pension office at Washington, andat intervals & been detailed for duty as a ial examiner of that bureau in the field. enlisted im company 3, fourth battalion, during July, 1389, and, after having served faithfully and intelligently as a private, cor- al and sergeant, was unanimously elected Faery lieutenant of the company in January, 1391. Lieut. Leckie is a fine officer, of com- manding eppearance and withal a thorough gentleman. Lieut. Richard W. Moore, or “Dicky,” as the boys love to speak of him, was born in Wash- ington, D. C., m the month of June, 1966. He was educated at the public schools and gradu- ted atthe High School in 1834. He was an enthusiastic member of the High School Cadets and there imbibed his taste for mili- tary connections, having occupied the position of tim the cadet corps. After gradu- ating he served fora short while in a field party of the U.S. coast survey, when he was sppointed to s position in the cash.room of @ treasury. He ‘& special member of s board of reorganization of a prominent finarcial institution in Washington city, being detailed from the treasury for that pyrpose. He has served, from the ranks, every grade, and in October, 1889, was elected second lieu tenant of company B, Treasury Guards, serv- ing in this capacity with great satisfaction to bis commanding officer and his associates gen- erally. He is very popalar, and through bis courteous manner bas made many friends. ‘Or Monday morning « special train, leaving Bay Ridge at $:20 a.m., was put on for the ac- ‘couumodation of visitors aud others proposing to visit the camp of the sixth battalion. This will enable parties to come down, remain over nigh: and return to Washington the following morring, but afew minutes late for business eecupations, RIFLE PRACTICE Lieut. Vale bas com- pleted all his arrange- ment: for the com- mencement of rifle Practice tomorrow morning. The butte have been constructed, ‘and the whiz of the bul- let will soon be heard on the sandy plains of Bay Kidge. Capt. Hor- ton, special aid to Maj. Of course, as usual under such cireumstances, some mishap had to occur in order to marr the pleasant features of such au occasion. One man dropped his helmet Just us his company cawe into line, and during the period while standing at “parade reat” two of the men were observed to be engaged in an Quimated conversation of a few seconds’ duration, instead of standing firmly and rigidly in their places, eyes to the frout, as soldiers should do. However, the boys are learning Fapidiy and such little deviation will soon be @ thing of the past to be remembered only with Lignin. THE MEN IX GooD wzaLTE. ‘The mer im gogt health and enjoying themselves hugely. Not a single complaint of any description whatever has so far been «re- ceived at headquarters. If there is anything to compiain of or about which the usual “grow!” can be made it has not so far materialized. Skirmish drill was *he order of the day, bo Wilson in command. The men presented a very picturesque appearance while going through the different movements. The ve- randas and towers of the pavilion are crowded daily by the residents and hotel gnests as inter- que observers of the movements of the boys ta bine. Maj. Bartlett, Capt. Horton and Adjt. Mc- Dowell kept the sentinels on duty last night on ‘the qui vive while making the rounds and test- ing the efficiency of the guards. Some of the probiems propounded to the boys on guard were worthy of Euclid. The experience ob- tained, however, is worth ten times the cost of the encampment at Camp Clay. A party of officers went over to Annapolis esterday and were royally entertained by the java Academy authorities. This in effect gives all the seats in the city schools to city children. BURGLARIES. Entrance was made last night by thjoves into the dwelling of Mr. John Henderson, on Wilkes street between Pitt and Royal streets, near the west end of the Midland railroad tunnel. ‘They were qnickly looked after and decamped, leaving @ candle burning, but nothing was missing. The house of John Campbell, colored, in the Petersburg subarb on the north edge of the city, was entered by roughs last night and Campbell was severely ‘beaten. CITY SCHOOL POARD. The sity schoo! board met last evening, hold- ing its regular August meeting. Hon. W. H. Marbury was called to the chair and it was agreed that the issue of permits for the schools should begin on the ist of September and the schools be opened for the reception of pupils on the first Monday of September. The usual order for school registers and blanks was made and instructions giyen the committee on school houses to urge on the authorities the cleaning of the gutters on the east side of the Peabody building. ‘The board adjourned until tonight in order to examine the treasurer's accounts, as required by law. THE MARKET IMPROVEMENTS. ‘The work of putting up the new market is being pushed forward vigorously, and will be completed next month. The building will be surmounted by So attic or second story extend- ing its entire length At present this will be open, — ample ventilation, but it has been suggested that, if need be, it can be floored over to make an extensive saloon for public purposes. ‘The edifice when completed will make complete transformation of the appear- ance of the central are of the market, and bring it into accord with the handsome build- ing by which itis surrounded. ‘The central ice house has been removed, and in its place sepa- rate ice houses have been put up in the fish market and in the meat market. It is expecte; that the improvement will increase the warke' revenue ag well as improve its appearance. THE TRACKERS’ INSEITUTE. The colored teachers’ institute is now in daily session at the Seaton schoo! building on Pitt street near the Bridge pump. The daily at- tendance is about 100 and four teachers are employed under the supervision of Superin- tendent Carne in the exercises of » summer normal school, teaching teachers how to tach. On the Saturdays during the session the teachers will visit Washington aud wake tours of the places of interest there. Notes. The little daughter of Mr. John Bladen of not wagons enough. The matier will be in- quired into this week. ean A TRAGEDY DOWN THE RIVER. J. J. Wheeler, = School Teacher, Said to Have Been Killed. Persons who came up the river from Clifton Beach last night on the steamer George Leary brought the information that a man had been shot and killed some distance from that place, but they did not know who the parties to the affair were. It is reported, however, that J. M. Rye killed J. J. Wheeler, but the report has not yet been verified. According to the report Rye, who is a car- Ppenter, killed Wheeler, who is a school teacher, during a quarrel concerning some offensive language that had been used concerning Wheeler. Day before yesterday Rye spoke of Wheeler as an unfit man for a school teacher, so it is re~ | eho and yesterday Wheeler called upon him for an explanation, with the result stated. Rye not been arrested when the boat left Clifton Beach yesterday afternoon. So far as is known Wheeler belonged to an excellent fam- ily. He was less than thirty-five years old and had been employed as a public sclgol tearher in the third election district of the county. He was a quiet, sober and energetic man and had many friends in: Charles county. In almost every county alliance plans have been adopted for holding back grain and eb- taining loans on a basis of 75 per cent of its present market value. Secretary French yesterday: “We are prepared. if necessary, to store one-half the wheat crop of Kansas.
